2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | congratulate Brian W. Caputo, Ph.D. on the occasion of his | ||||||
4 | retirement as president of College of DuPage; and
| ||||||
5 | WHEREAS, Dr. Caputo earned a Bachelor of Science from the | ||||||
6 | U.S. Military Academy at West Point, a Master of Science in | ||||||
7 | Accountancy from DePaul University, and both a Master of | ||||||
8 | Public Administration and a Ph.D. with fields of study in | ||||||
9 | public administration, public policy, and government finance | ||||||
10 | from Northern Illinois University (NIU); he is a Certified | ||||||
11 | Public Accountant (CPA) and a Certified Public Finance Officer | ||||||
12 | (CPFO); and
| ||||||
13 | WHEREAS, Dr. Caputo served in the U.S. Army Reserve for 22 | ||||||
14 | years, where he specialized in human resources and financial | ||||||
15 | management and led numerous command assignments, before | ||||||
16 | retiring as a lieutenant colonel in 2004; and
| ||||||
17 | WHEREAS, Before coming to College of DuPage, Dr. Caputo | ||||||
18 | served as chief financial officer/city treasurer of the City | ||||||
19 | of Aurora for nearly 19 years; and
| ||||||
20 | WHEREAS, Dr. Caputo's career in higher education includes | ||||||
21 | positions as a full-time faculty member at Central Michigan |

1 | University and an adjunct professor at NIU; he has also served | ||||||
2 | as a lecturer in numerous academic and professional | ||||||
3 | capacities, including teaching classes in accountancy at | ||||||
4 | College of DuPage; and
| ||||||
5 | WHEREAS, Prior to his appointment as president of College | ||||||
6 | of DuPage, Dr. Caputo served as vice president for | ||||||
7 | administrative affairs and chief financial officer; upon | ||||||
8 | becoming president in July 2019, he implemented his Strategic | ||||||
9 | Long-Range Plan to encourage student success and to establish | ||||||
10 | the arts, culture, community engagement, economic development, | ||||||
11 | and organizational culture as essential pillars of the | ||||||
12 | college; and
| ||||||
13 | WHEREAS, During his tenure, Dr. Caputo sought to advance | ||||||
14 | student success through the implementation of College of | ||||||
15 | DuPage's Guided Pathways Initiative, a framework designed to | ||||||
16 | help students effectively choose, enter, and complete a | ||||||
17 | program of study that aligns with their goals for employment | ||||||
18 | and further education, and was deeply involved in the | ||||||
19 | college's Project Hire-Ed, a workforce development program to | ||||||
20 | better align post-secondary education with workforce skill | ||||||
21 | requirements through partnerships with area employers; seeking | ||||||
22 | to close achievement gaps that currently exist for students of | ||||||
23 | color and those who are underserved by 2025, he led the | ||||||
24 | development of college's first equity plan in early 2020, |

1 | serving as presiding officer of the Equity and Access Team to | ||||||
2 | further aid the plan's implementation; and
| ||||||
3 | WHEREAS, Dr. Caputo has further served College of DuPage | ||||||
4 | and the surrounding community through supporting the creation | ||||||
5 | of Innovation DuPage, a business incubator-accelerator | ||||||
6 | designed to promote economic growth by leveraging partnerships | ||||||
7 | with public and private entities, and he presently serves as a | ||||||
8 | director of Choose DuPage, the county's economic development | ||||||
9 | agency; and
| ||||||
10 | WHEREAS, Dr. Caputo has previously served as a member of | ||||||
11 | the Commission on Structured Pathways of the American | ||||||
12 | Association of Community Colleges, and he has served as a | ||||||
13 | member on the Governmental Accounting Standards Board since | ||||||
14 | 2015; he is a peer accreditation reviewer with the Higher | ||||||
15 | Learning Commission, and he also represents College of DuPage | ||||||
16 | on the Illinois Council of Community College Presidents and | ||||||
17 | chairs the council's Credential Committee; and
| ||||||
18 | WHEREAS, Dr. Caputo has received several accolades, | ||||||
19 | including being named the 2014 Government CFO of the Year by | ||||||
20 | The Daily Herald Business Ledger, receiving the Model | ||||||
21 | Administrator Award from The Greater Chicago Chapter of the | ||||||
22 | American Society for Public Administration in 2018, and being | ||||||
23 | recognized as a Notable Veteran Executive by Crain's Chicago |

1 | Business in 2020; and
| ||||||
2 | WHEREAS, Outside of his professional duties, Dr. Caputo | ||||||
3 | has volunteered with the Boy Scouts of America (BSA) for | ||||||
4 | decades; an Eagle Scout himself, he recently served as the | ||||||
5 | president of the Three Fires Council of the BSA; for his | ||||||
6 | distinguished service to the community, he received the 2021 | ||||||
7 | Outstanding Eagle Scout Award from the National Eagle Scout | ||||||
8 | Association; and
| ||||||
9 | WHEREAS, Dr. Caputo and his wife, Karen, are the parents | ||||||
10 | of three children, Brian Jr., Gregory, and Katherine; | ||||||
11 | therefore, be it

12 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Brian | ||||||
