SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph R. "Joe" Brown Jr. of Troy, who
4passed away on September 20, 2017; and
5 WHEREAS, Joe Brown was born in Kansas City, Missouri to
6Joseph Ross and Elizabeth (Etter) Brown Sr.; he graduated from
7Pekin Community High School in 1967; he attended Tulane
8University and graduated with a Bachelor of Arts in English
9Literature in 1971; he then attended law school at the
10University of Illinois; he graduated and became licensed to
11practice law in 1974; and
12 WHEREAS, Following graduation, Joe Brown became an
13Assistant States Attorney in Edwardsville, where he handled
14many prosecuting assignments, including felony trials; he then
15worked for Paul E. Riley and J. William Lucco and became a
16partner in 1980; he practiced law in Edwardsville for 39 years
17with his great friend and partner, Bill Lucco; he was a member
18of the Illinois Bar Association, the Madison County Bar
19Association, the Missouri Bar Association, the United States
20Supreme Court, the Illinois Supreme Court, and the United
21States District Court; and
22 WHEREAS, Joe Brown was a member of St. Jerome Catholic

1Church and the Knights of Columbus; in his free time, he
2enjoyed playing golf with the Thursday Night Golf League; he
3was an avid fan of the St. Louis Cardinals and the Fighting
4Illini; he will be remembered for his community service, his
5kind heart, and all of the special times he shared with his
6family and friends; and
7 WHEREAS, Joe Brown was preceded in death by his parents;
8and
9 WHEREAS, Joe Brown is survived by his wife of 41 years,
10Patricia "Patty" (Holshouser) Brown; his daughter, Jennifer
11(Logan) Brown-Ridenour; his grandson, Lincoln Joseph Ridenour;
12his brothers, William (Holly) Brown, Dr. Daniel (Virginia
13Weiler) Brown; his sister, Kristen (Jerry) O'Conner; his
14mother-in-law, Dorothy Holshouser; his brothers-in-law, James
15(Colleen) Holshouser and Robert Holshouser; his nephews,
16Walter (Lynn) Brown, David (Caroline) O'Conner, Mark O'Conner,
17and Philip Brown; his nieces, Shawna (Abby) Holshouser, Jamie
18(Nick) Leidenfrost, Kate Holshouser; and his great-nieces and
19nephews, Leah Brown, Will Brown, Lexi Brown, Wesley O'Conner,
20Elinor O'Conner, Sierra Holshouser, and Alex Leidenfrost;
21therefore, be it
22 RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
23ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Joseph R. "Joe" Brown Jr., and extend our sincere condolences
2to his family, friends, and all who knew and loved him; and be
3it further
4 RESOLVED, That a suitable copy of this resolution be
5presented to the family of Joe Brown as an expression of our
6deepest sympathy.
