SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of Betsy Ann M. (nee Meerschaut) Foxwell of
Park Ridge, who passed away on January 22, 2014; and
WHEREAS, Betsy Ann Foxwell was a native of Chicago and
attended Lake Forest College, where she was a member of Alpha
Xi Delta Sorority; she graduated from the University of
Wisconsin-Madison; she married Warren R. Foxwell; and
WHEREAS, Betsy Ann Foxwell taught 8th grade in Chicago
Public Schools for over 37 years, including nearly 2 decades at
DeWitt Clinton School on the North Side; she received the Kate
Maremont Foundation Dedicated Teachers Award; and
WHEREAS, After retirement, Betsy Ann Foxwell started her
own educational not-for-profit program, Chicago Area Problem
Solving (CAPS), providing critical thinking curriculum for
elementary and high school classrooms; she also worked with the
Decatur Classical School's history fair team and with the
Chicago Metro History Fair; and
WHEREAS, In 2006, Betsy Ann Foxwell helped to found the
Kalo Foundation and served as President; under her leadership,
the Kalo Foundation has hosted programs and special events to

celebrate local art history; in 2011, the Foundation purchased
the Alfonso Iannelli home and studios, now a Park Ridge
landmark, and heritage center where the city's art legacy can
be shared; the project earned a Governor's Home Town Award for
2011; and
WHEREAS, Betsy Ann Foxwell was a member of the Twentieth
Century Club and its foundation, scholarship chairman for the
Park Ridge Panhellenic Club, and she worked with fundraisers
for projects ranging from the Northwestern University
Settlement, Rainbow Hospice and Palliative Care to the Park
Ridge Youth Campus, where she helped with their annual designer
showcase home tours; she was also part of the Maine Center
Auxiliary's Christmas House Tour committee for many years and
she was secretary for the Brickton Art Center; and
WHEREAS, Betsy Ann Foxwell belonged to the Park Ridge
Jaycee Women's Club, serving as President from 1975-1976,
during which time the club won "Outstanding Chapter" for the
State of Illinois; from 2009 to 2011, she served as member of
the Park Ridge City Centennial Committee, and in 2010, she was
named a Park Ridge Community Star by the Park Ridge Chamber of
Commerce; and
WHEREAS, Betsy Ann Foxwell is survived by her husband,
Warren; her brother-in-law and sister-in-law, Leo G. and

Elizabeth Foxwell; and by nieces, nephews, cousins,
godchildren, and many friends; therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
Betsy Ann M. Foxwell, and extend our sincere condolences to her
family, friends, and all who knew and loved her; and be it
further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Betsy Ann Foxwell as an expression
of our deepest sympathy.
