| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Loretta Arceneaux; and | ||||||
| 4 | WHEREAS, Loretta Arceneaux was born to John Oscar | ||||||
| 5 | Arceneaux and Rever Louise Bowie in Louisiana on April 22, | ||||||
| 6 | 1955; she was raised on the Bowie family farm in Oak Grove, | ||||||
| 7 | Louisiana, where she attended Combs-McIntyre High School; she | ||||||
| 8 | moved to Chicago in 1972, where she attended Kenwood Academy; | ||||||
| 9 | she later married Larry Gladney; and | ||||||
| 10 | WHEREAS, Loretta Arceneaux opened the first Black and | ||||||
| 11 | female-owned consulting firm, Arceneaux and Gladney, in | ||||||
| 12 | Chicago; her consultancy was listed on a directory of | ||||||
| 13 | recommended consultants by Chicago's Housing and Urban | ||||||
| 14 | Development (HUD); after more than 30 years as a consultant, | ||||||
| 15 | and through her affiliation with Saint Paul Church of God in | ||||||
| 16 | Christ (COGIC) and Bishop Charles Ford, she became the manager | ||||||
| 17 | of Victoria Jennings Residences, serving as the sole | ||||||
| 18 | administrator for ten years until her retirement; over the | ||||||
| 19 | course of her career, she was noted for her tenacious business | ||||||
| 20 | savvy and her unprecedented level of professionalism; and | ||||||
| 21 | WHEREAS, Loretta Arceneaux committed to her faith at an | ||||||
| 22 | early age, and she tirelessly gave herself to serving several | ||||||

| 1 | churches along with the senior and disabled communities; and | ||||||
| 2 | WHEREAS, Loretta Arceneaux enjoyed sharing funny stories | ||||||
| 3 | of her experiences on the family farm of her grandparents, | ||||||
| 4 | Odis and Nicey Bowie, in Louisiana; and | ||||||
| 5 | WHEREAS, Loretta Arceneaux was known for her compassion | ||||||
| 6 | for her fellow man, her deep-rooted respect for her elders, | ||||||
| 7 | and her skills in making things happen and getting things | ||||||
| 8 | done; she will be remembered for her dedication to family and | ||||||
| 9 | friends; and | ||||||
| 10 | WHEREAS, Loretta Arceneaux is survived by her son, | ||||||
| 11 | Lawrence (Angela) Gladney; five grandchildren; her | ||||||
| 12 | mother-in-law, Mary Arceneaux; her siblings, Joe, Johnny, | ||||||
| 13 | Robert Earl, and Kimberly; her cousins, Shawanda and Quintina; | ||||||
| 14 | and a host of other relatives and friends; therefore, be it | ||||||
| 15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL | ||||||
| 16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 17 | Loretta Arceneaux and extend our sincere condolences to her | ||||||
| 18 | family, friends, and all who knew and loved her; and be it | ||||||
| 19 | further | ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to the family of Loretta Arceneaux as an expression | ||||||
