| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois Senate wish to express | ||||||
| 3 | their support for the principle that the State of Illinois | ||||||
| 4 | should continue to purchase, whenever possible and to the | ||||||
| 5 | extent allowable by law, products made in the United States and | ||||||
| 6 | the State of Illinois; and
| ||||||
| 7 | WHEREAS, The State of Illinois and its people are | ||||||
| 8 | continuing their recovery from the Great Recession; those same | ||||||
| 9 | Illinoisans are the taxpayers that provide the revenue needed | ||||||
| 10 | to operate essential government services throughout the State; | ||||||
| 11 | and
| ||||||
| 12 | WHEREAS, The members of this body continue to work towards | ||||||
| 13 | spurring job creation and growing our State's economy for all | ||||||
| 14 | Illinoisans who wish to work; and
| ||||||
| 15 | WHEREAS, The Illinois Jobs Now! program continues to | ||||||
| 16 | provide jobs to Illinoisans and bring much needed improvement | ||||||
| 17 | to our State's capital infrastructure, including our roads, | ||||||
| 18 | bridges, and schools; and
| ||||||
| 19 | WHEREAS, The State's Enterprise Zone program keeps | ||||||
| 20 | Illinois competitive by incentivizing job-creation and | ||||||
| 21 | job-retention through tax credits and taxpayer dollars; and
| ||||||

| 1 | WHEREAS, Illinois taxpayer dollars should be spent to | ||||||
| 2 | continue our State's recovery and strengthen the economic | ||||||
| 3 | well-being of our communities; and
| ||||||
| 4 | WHEREAS, The total budget for the State of Illinois is | ||||||
| 5 | about $70 billion; and
| ||||||
| 6 | WHEREAS, Any State spending should, to the extent possible, | ||||||
| 7 | include a commitment from the State and its departments and | ||||||
| 8 | agencies to buy materials, goods, and services that are | ||||||
| 9 | produced within the United States and the State of Illinois; | ||||||
| 10 | and
| ||||||
| 11 | WHEREAS, A commitment to purchase materials, goods, and | ||||||
| 12 | services that are produced within the United States and | ||||||
| 13 | Illinois, to the extent possible, would bolster and assist | ||||||
| 14 | those Illinoisans who pay taxes to the State by creating | ||||||
| 15 | greater economic opportunity and growth throughout our State; | ||||||
| 16 | such a commitment would also likely increase the benefit to our | ||||||
| 17 | local communities and businesses through local revenue growth | ||||||
| 18 | and job-creation; therefore, be it
| ||||||
| 19 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
| 20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge all those who | ||||||
| 21 | make purchases on behalf of the State of Illinois to buy | ||||||

| 1 | materials, goods, and services that are made in the United | ||||||
| 2 | States and the State of Illinois, whenever and wherever | ||||||
| 3 | possible, for the continued growth and betterment of the State.
