SENATE RESOLUTION
2 WHEREAS, Health Alliance Medical Plan was one of the many
3bidders who sought to gain a contract to perform services under
4the State's Medicare Advantage program; Health Alliance
5Medical Plan's bid was more cost-effective than all other
6competing bids, which were 24% to 120% higher than Health
7Alliance Medical Plan's bid; and
8 WHEREAS, Health Alliance Medical Plan is the top-rated
9Medicare Advantage Health Maintenance Organization (HMO)
10product and Medicare Advantage Preferred Provider Organization
11product in Illinois by Consumer Reports Magazine; the Health
12Alliance Medicare HMO is ranked #1 in Illinois for member
13satisfaction and effectiveness of care by the National
14Committee for Quality Assurance; and
15 WHEREAS, The Federal Centers for Medicare and Medicaid
16Services has given Health Alliance Medical Plan 4 1/2 stars out
17of 5 for quality; and
18 WHEREAS, Health Alliance Medical Plan has excellent
19accreditation status from the National Committee for Quality
20Assurance; and
21 WHEREAS, Taxpayers could have saved an estimated

1$60,000,000 to $280,000,000 over 10 years if Health Alliance
2Medical Plan had been awarded a contract to provide services
3under the new State of Illinois Medicare Advantage Plan; and
4 WHEREAS, Questionable bidding practices led to the
5selection of certain providers, resulting in less savings to
6taxpayers; therefore, be it
7 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Governor to
9implement a regional HMO under the new Medicare Advantage Plan;
10and be it further
11 RESOLVED, That a suitable copy of this resolution be
12delivered to Governor Pat Quinn.
