SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3congratulate Kathleen Hazelwood on the occasion her retirement
4from the Commission on Government Forecasting and
5Accountability (CGFA); and
6 WHEREAS, Kathleen Hazelwood has had a 36-year career with
7the Illinois General Assembly (IGA), beginning as a research
8associate at the Illinois Commission on Intergovernmental
9Cooperation (ICIC), where she later became executive
10secretary, project coordinator, and office manager; and
11 WHEREAS, Through ICIC, Kathleen Hazelwood's work included
12coordinating meetings and hearings with many commission
13members, including then-Senator Barack Obama, helping the IGA
14host the Council of State Governments (CSG) conferences in
15Chicago, and coordinating the children's program during the
16National Conference of State Legislatures (NCSL) summit in
17Chicago; her responsibilities also entailed coordinating the
18many foreign delegations who met with Illinois legislators,
19including delegations from Africa, Ireland, Scotland,
20Pakistan, El Salvador, Australia, Poland, Japan, Spain, India,
21Russia, Lithuania, South Korea, Egypt, Argentina, Columbia,
22Ethiopia, Turkey, Germany, and Italy, and this work included
23setting up meals with IGA members to discuss the ways

1different governments operate and tours to Illinois sites,
2such as the Lincoln Home, the Dana-Thomas House, and both
3Capitol buildings; and
4 WHEREAS, After ICIC merged with the Legislative Research
5Unit (LRU) in 2004, Kathleen Hazelwood eventually took the
6role of federal aid tracking coordinator, a statutorily
7required position that tracks federal aid to State agencies
8and reports on monies received and how they have been
9sub-granted; she continued serving in this position when the
10LRU merged with the CGFA in 2018; and
11 WHEREAS, As federal aid tracking coordinator, Kathleen
12Hazelwood has reported the billions of dollars that Illinois
13has received through her weekly, quarterly, and annual reports
14to the IGA, and she has been responsible for compiling the
15Annual Federal Funds to State Agencies publication; she has
16also worked with Legislative Information Systems (LIS) to
17update and reconfigure the Federal Aid Tracking system to make
18it more efficient; and
19 WHEREAS, Kathleen Hazelwood has served as a member of the
20Illinois Democratic Women organization and as conference
21co-chair and president of the Illinois Women in Government
22(IWIG) conferences; through IWIG, she has also organized meals
23for members to learn and network with other women to help them

1succeed in their careers and in life; she has also belonged to
2the Society of Government Meeting Professionals (SGMP), and
3she was previously named SGMP Meeting Planner of the Year; and
4 WHEREAS, Kathleen Hazelwood is part of GIRLS on a Mission,
5a women's group that raises money for orphans in Indonesia;
6she has also assisted with updating suitcases donated to
7foster children through the Department of Child and Family
8Services; recently, she coordinated a work outreach in the
9CGFA office to assist the unhoused population of Springfield
10by preparing peanut butter and jelly sandwiches; and
11 WHEREAS, Kathleen Hazelwood is the wife of Todd Hazelwood,
12the mother of twin daughters, Caitlyn and Emily, and one son,
13Carlton, and the grandmother of Lincoln; and
14 WHEREAS, Kathleen Hazelwood will retire from the CGFA on
15December 31, 2023; therefore, be it
16 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
18Kathleen Hazelwood on her retirement from the Commission on
19Government Forecasting and Accountability (CGFA), and we wish
20her the best in her future endeavors; and be it further
21 RESOLVED, That a suitable copy of this resolution be
