SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3congratulate Mike Bass on the occasion of his retirement from
4the University of Illinois System; and
5 WHEREAS, Mike Bass received his bachelor's degree in
6political science and his Master of Business Administration,
7both from the University of Illinois at Urbana-Champaign
8(UIUC); during his time at UIUC, he earned membership on the
9All-Century football team and the 1980s All-Decade football
10team for the Fighting Illini; and
11 WHEREAS, Mike Bass had a long and successful career in
12service to the people of the State of Illinois; he served in
13the Governor's Office of Management and Budget, known then as
14the Bureau of the Budget; he then joined the Illinois Senate
15Republican staff, serving as a staffer on the Senate
16Appropriations Committee; he left to work as a budget director
17for the Illinois Department of Public Aid before returning to
18the Senate Republican Staff as the appropriations director,
19where he oversaw the appropriations staff and staffed the
20Senate Appropriations Committees; and
21 WHEREAS, During his decade as appropriations director,
22Mike Bass became known as one of the top experts on the state

1budget and state financial matters; his opinion on budget and
2policy matters was often sought by elected officials,
3legislative leaders, and governors; for most of his tenure, he
4served with the Illinois Senate majority and oversaw many
5budget negotiations and the drafting of multiple state
6budgets; and
7 WHEREAS, Mike Bass returned to the University of Illinois
8to serve as an executive in the administrative offices in
92001; during his career within the University of Illinois
10System, he served as a leader in the Office of Business and
11Financial Services organization, holding such positions as
12assistant vice president for External Affairs, executive
13assistant vice president for Operations and External
14Relations, executive assistant vice president for the Office
15of Business and Financial Services, senior associate vice
16president for Capital Programs and Real Estate Services, and
17the senior associate vice president for Business and Finance
18and Deputy Comptroller; for a brief time, he also served as the
19interim executive director designate for Governmental
20Relations, utilizing his vast experience in state government;
21and
22 WHEREAS, Mike Bass concluded his career within the
23University of Illinois System as the special advisor to the
24president and deputy comptroller; in this role, he also led

1procurement, diversity, and legislative initiatives; and
2 WHEREAS, Over the course of his career, Mike Bass was
3noted for his exemplary leadership in business and financial
4services, governmental relations, and procurement diversity,
5driving innovative solutions and systems to enhance the
6services and value of the University of Illinois; and
7 WHEREAS, Mike Bass is an avid fan and supporter of all
8Illini sports and a long-time contributor and season ticket
9holder for basketball and football; and
10 WHEREAS, Above all, Mike Bass cherishes his roles of being
11a husband to his wife, Mona, and a father to his child, Tucker;
12therefore, be it
13 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mike
15Bass on his retirement from the University of Illinois System,
16thank him for his service to the State of Illinois and the
17University of Illinois, and wish him the best in his future
18endeavors; and be it further
