SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of Richard Cowen, who passed away on April
19, 2015; and
WHEREAS, Richard Cowen was born on November 21, 1934 in
Chicago; his parents were Irwin and Juliette Cowen; he lived in
Arlington Heights and Barrington before returning to Chicago;
and
WHEREAS, Richard Cowen earned business and law degrees at
Northwestern University; and
WHEREAS, Richard Cowen was a lead partner in numerous law
firms, most recently Stahl Cowen; he also served with the Board
of Election Commissioners for the City of Chicago for 20 years
after serving for 15 years as a member and Chair of the
Illinois State Board of Elections; and
WHEREAS, Richard Cowen enjoyed spending time with his
family, lyric opera, the Chicago Bears, Italy, and golfing; and
WHEREAS, Richard Cowen is survived by his loving wife,
Nadia; 2 sisters, Lois Roewade and Cle (Ron) Thompson; 4
children, Lisa (Mike) Amantea, Susan Cossette, and Scott and

Steve Cowen; 11 grandchildren; and a great-granddaughter;
therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
family and friends, mourn the passing of Richard Cowen; and be
it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Richard Cowen as an expression of
our sympathy.
