| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Richard Cowen, who passed away on April | ||||||
| 4 | 19, 2015; and
| ||||||
| 5 | WHEREAS, Richard Cowen was born on November 21, 1934 in | ||||||
| 6 | Chicago; his parents were Irwin and Juliette Cowen; he lived in | ||||||
| 7 | Arlington Heights and Barrington before returning to Chicago; | ||||||
| 8 | and
| ||||||
| 9 | WHEREAS, Richard Cowen earned business and law degrees at | ||||||
| 10 | Northwestern University; and
| ||||||
| 11 | WHEREAS, Richard Cowen was a lead partner in numerous law | ||||||
| 12 | firms, most recently Stahl Cowen; he also served with the Board | ||||||
| 13 | of Election Commissioners for the City of Chicago for 20 years | ||||||
| 14 | after serving for 15 years as a member and Chair of the | ||||||
| 15 | Illinois State Board of Elections; and
| ||||||
| 16 | WHEREAS, Richard Cowen enjoyed spending time with his | ||||||
| 17 | family, lyric opera, the Chicago Bears, Italy, and golfing; and
| ||||||
| 18 | WHEREAS, Richard Cowen is survived by his loving wife, | ||||||
| 19 | Nadia; 2 sisters, Lois Roewade and Cle (Ron) Thompson; 4 | ||||||
| 20 | children, Lisa (Mike) Amantea, Susan Cossette, and Scott and | ||||||

| |||||||
| 1 | Steve Cowen; 11 grandchildren; and a great-granddaughter; | ||||||
| 2 | therefore, be it

| 3 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
| 5 | family and friends, mourn the passing of Richard Cowen; and be | ||||||
| 6 | it further
| ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | presented to the family of Richard Cowen as an expression of | ||||||
| 9 | our sympathy.
