2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Stephen Burl "Steve" Schnorf of | ||||||
4 | Rochester, who passed away on February 27, 2017; and
| ||||||
5 | WHEREAS, Stephen Schnorf was born in Charleston to Burl and | ||||||
6 | Marjorie Baker Schnorf on November 18, 1944; he graduated from | ||||||
7 | Charleston High School in 1962; he earned his bachelor's and | ||||||
8 | master's degrees in education from Eastern Illinois | ||||||
9 | University, where he met his future wife, Jane Ann Elmore; and
| ||||||
10 | WHEREAS, Stephen Schnorf began his career as a high school | ||||||
11 | history teacher in Robinson; he took pride in being invited to | ||||||
12 | the reunions of classes he had taught 50 years prior; he served | ||||||
13 | people with disabilities at a non-profit organization for 12 | ||||||
14 | years; he then embarked on a remarkable 22-year career with the | ||||||
15 | State of Illinois, where he served in a variety of positions | ||||||
16 | including as Director of Driver Services for then-Secretary of | ||||||
17 | State Jim Edgar, as a senior adviser and cabinet member for | ||||||
18 | Governors Edgar and Jim Ryan, and as Director of the Department | ||||||
19 | of Central Management Services, and Director of the Bureau of | ||||||
20 | the Budget )now the Office of Management and Budget); he served | ||||||
21 | on State Commissions and was exceptionally well-respected and | ||||||
22 | admired across the political spectrum for his deep knowledge of |

1 | and commitment to Illinois government; he maintained deep | ||||||
2 | friendships forged over the course of his life; and
| ||||||
3 | WHEREAS, Stephen Schnorf was awarded the Eastern Illinois | ||||||
4 | University Distinguished Alumnus Award; and
| ||||||
5 | WHEREAS, Stephen Schnorf was a passionate contributor to | ||||||
6 | the Capitol Fax Blog championing bipartisan cooperation; he was | ||||||
7 | an avid motorcycle rider and lover of old country and bluegrass | ||||||
8 | music; he was most proud of his family and delighted in his | ||||||
9 | grandchildren; and
| ||||||
10 | WHEREAS, Stephen Schnorf is survived by his brothers, David | ||||||
11 | (Cindy), Marty, and Jim (Karen) Schnorf; his children, | ||||||
12 | Elizabeth Elmore, Rebecca Schnorf, and Quin Elmore; and his | ||||||
13 | grandchildren, Jaelyn, Jensen, and Zion; therefore, be it
| ||||||
14 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
15 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
16 | Stephen Burl "Steve" Schnorf, and extend our sincere | ||||||
17 | condolences to his family, friends, and all who knew and loved | ||||||
18 | him; and be it further

19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to the family of Stephen Schnorf as an expression of | ||||||
21 | our deepest sympathy.
