2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of William "Bill" Rose of Lindenhurst, who | ||||||
4 | passed away on April 22, 2013; and
| ||||||
5 | WHEREAS, William Rose was born in North Chicago on November | ||||||
6 | 7, 1919, to Louis and Bertha Rose; he graduated from Waukegan | ||||||
7 | Township High School in 1937 and began working as a volunteer | ||||||
8 | with the Civilian Conservation Corps at Camp Echo 657, becoming | ||||||
9 | a camp leader in 1939; he joined the U.S. Army in 1941, serving | ||||||
10 | in World War II as a cryptographer in New Guinea, the | ||||||
11 | Philippines, and Luzon; and
| ||||||
12 | WHEREAS, William Rose founded and was president of Jobs | ||||||
13 | Inc., a business that was one of the first to innovate with the | ||||||
14 | concept of providing temporary workers to companies; he served | ||||||
15 | as Justice of the Peace for Shields Township (1957-1961) and as | ||||||
16 | police magistrate for North Chicago (1959-1961); he served on | ||||||
17 | the boards of the Lake County Mental Health Society | ||||||
18 | (1956-1968), becoming president in 1961, and the Mental Health | ||||||
19 | Clinic (1958-1968); he was awarded the Lake County Mental | ||||||
20 | Health Society's Distinguished Service Award in 1980; and
| ||||||
21 | WHEREAS, William Rose believed that education was | ||||||
22 | paramount to the success of Waukegan and the surrounding Lake |

1 | County communities; he was a member of the advisory committees | ||||||
2 | of the Business Education Department of North Chicago Community | ||||||
3 | High School (1963-1964), the Graphic Arts Department | ||||||
4 | (1963-1964) and later at the Office Services Department | ||||||
5 | (1981-1983) at Waukegan Township High School, the Career | ||||||
6 | Development Program at College of Lake County (1968-1983), and | ||||||
7 | he was a trustee of Shimer College (1980-1983); he was a member | ||||||
8 | of the Waukegan Exchange Club for 25 years, serving as | ||||||
9 | president in 1963-1964 and receiving the club's Golden Deeds | ||||||
10 | Award in 1969; and
| ||||||
11 | WHEREAS, William Rose took part in numerous organizations | ||||||
12 | to further the economic development of Waukegan and surrounding | ||||||
13 | areas; he was a member of the board of directors of the | ||||||
14 | Waukegan and North Chicago Chamber of Commerce (1968-1975), | ||||||
15 | serving as president from 1973-1974; he was the chairman | ||||||
16 | (marketing committee) of the Private Industry Council (1963), a | ||||||
17 | member of the Advisory Board of the Lake County Economic | ||||||
18 | Development Commission (1981-1983), and treasurer of the Lake | ||||||
19 | County Economic Development Corporation (1983); and
| ||||||
20 | WHEREAS, William Rose was commander and lifelong member of | ||||||
21 | the Sharvin Post American Legion in North Chicago; he served in | ||||||
22 | 1964 on the Initial Advisory Committee for the Music Center of | ||||||
23 | Lake County, now the Jack Benny Center for the Arts; he served | ||||||
24 | from 1958 to 1972 as chairman or board member of the Boy Scouts |

1 | of America and as board member of the United Way from | ||||||
2 | 1964-1972, where he continued for over 25 years participating | ||||||
3 | in annual fund drives and working on committees; he served the | ||||||
4 | religious communities by serving on the board of directors and | ||||||
5 | as a member of the executive committee, Congregation Am Echod | ||||||
6 | (1967-1981), as treasurer (1969-1973), as vice-president | ||||||
7 | (1974-1975), and as president from 1975-1976; he served on the | ||||||
8 | board of directors of the Lake County Citizens Crime Commission | ||||||
9 | (1968-1975) and served as treasurer in 1972; and
| ||||||
10 | WHEREAS, William Rose was preceded in death by his wife of | ||||||
11 | 58 years, Vivian; his brothers, Mike, Abby, and David; his | ||||||
12 | sisters, Shirley Kaplan and Marilyn Reynolds; and his adopted | ||||||
13 | son, Whyland "Bud"; and
| ||||||
14 | WHEREAS, William Rose is survived by his son, Calvin; his | ||||||
15 | daughter, Marcia; his brother, Sam; his grandchildren, Athena | ||||||
16 | Sperry, Adrian Rose, Jenna Rose, and Daniel Rose; and his | ||||||
17 | great-grandchildren, Anthony, Alex, and Rhonda Sperry; | ||||||
18 | therefore, be it

19 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
21 | William Rose, and extend our sincere condolences to his family, | ||||||
22 | friends, and all who knew and loved him; and be it further
