| ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Michael "Mike" Sutfin of Ottawa, who | ||||||
4 | passed away on January 25, 2023; and
| ||||||
5 | WHEREAS, Mike Sutfin was born to William and Vera | ||||||
6 | (McNulty) Sutfin in Chicago on January 24, 1949; he served in | ||||||
7 | the U.S. Marine Corps in Vietnam from 1968 to 1969; he married | ||||||
8 | Suzanne (Nixon) Brue in Ottawa on December 31, 1998; and
| ||||||
9 | WHEREAS, Mike Sutfin served as the building official and | ||||||
10 | floodplain manager of Ottawa from 2007 until his retirement in | ||||||
11 | 2019; he was passionate about floodplain management and | ||||||
12 | protecting people and property from damage due to flooding; | ||||||
13 | his efforts helped Ottawa obtain flood buyout grants for many | ||||||
14 | houses and the former Ottawa Central School; he raised Ottawa | ||||||
15 | to a CRS 2 Rating, thereby placing it among the top 10 | ||||||
16 | flood-prepared cities in the U.S.; he helped create the | ||||||
17 | Senator Rezin Floodplain Coalition and served on the Homeland | ||||||
18 | Security FEMA CRS Task Force, where he helped set national | ||||||
19 | policy; he also retired as a lieutenant from the Schaumburg | ||||||
20 | Fire Department; and
| ||||||
21 | WHEREAS, Mike Sutfin was the recipient of several | ||||||
22 | accolades for his work, including being named the 2009 |

1 | Illinois Floodplain Manager of the Year, receiving the | ||||||
2 | National Weather Service's National Solution Search Award for | ||||||
3 | pioneering the Rapid Assistance Flood Team (RAFT) | ||||||
4 | organization, and receiving the 2019 Illinois Association for | ||||||
5 | Floodplain and Stormwater Management (IAFSM) Award for | ||||||
6 | Outstanding Service; and
| ||||||
7 | WHEREAS, As a craftsman and an artist, Mike Sutfin was | ||||||
8 | responsible for the restoration and establishment of many | ||||||
9 | memorials and historic sites; and
| ||||||
10 | WHEREAS, Mike Sutfin was preceded in death by his | ||||||
11 | grandmother and his parents; and
| ||||||
12 | WHEREAS, Mike Sutfin is survived by his wife, Suzanne; | ||||||
13 | Suzanne's sons, Jeff and Luke; his children and their | ||||||
14 | significant others, Michael, Kimberly, Robert, and Annette; | ||||||
15 | his siblings, William, Jude, John, MaryAnne, Eugene, and Tom; | ||||||
16 | his 11 granddaughters; his great-grandson; his nieces and | ||||||
17 | nephews; and his cousins; therefore, be it
| ||||||
18 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
19 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
| ||||||
20 | Michael "Mike" Sutfin and extend our sincere
condolences to | ||||||
21 | his family, friends, and all who knew and loved
him; and be it | ||||||
22 | further
