SENATE JOINT RESOLUTION
2 WHEREAS, The fifth generation of wireless (5G) is excepted
3to be available throughout the country in 2020; and
4 WHEREAS, 5G taps into millimeter waves at the top of the
5radio spectrum that have not previously been used for
6telecommunication to allow for the faster transfer of data; and
7 WHEREAS, New antennas and other 5G equipment will need to
8be installed to increase capacity; and
9 WHEREAS, New technology frequently invokes concerns about
10health impacts; therefore, be it
11 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
13CONCURRING HEREIN, that the 5G Task Force is created to
14identify any major health risks associated with the
15proliferation of 5G infrastructure in the State of Illinois;
16and be it further
17 RESOLVED, That the Task Force shall be comprised of the
18following members, who shall serve without compensation:
19 (1) Two members from the Senate Majority Caucus, who
20 shall be appointed by the President of the Senate;

1 (2) Two members from the House Majority Caucus, who
2 shall be appointed by the Speaker of the House of
3 Representatives;
4 (3) Two members from the Senate Minority Caucus, who
5 shall be appointed by the Minority Leader of the Senate;
6 (4) Two members from the House Minority Caucus, who
7 shall be appointed by the Minority Leader of the House of
8 Representatives;
9 (5) One member from the Department of Public Health,
10 appointed by the Director of Public Health;
11 (6) One member from the Department of Innovation and
12 Technology, appointed by the Director of the Department of
13 Innovation and Technology;
14 (7) One member who is considered an expert in the field
15 of radiology, appointed by the Governor; and
16 (8) One member who is considered an expert in the field
17 of electrical engineering and is employed as a professor of
18 the subject, appointed by the Governor; and be it further
19 RESOLVED, That the Department of Public Health shall
20provide administrative support to the Task Force; and be it
21further
22 RESOLVED, That the Task Force shall submit a final report
23to the General Assembly by January 1, 2021 and, upon the filing
24of its report, is dissolved.
