AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Counties Code is amended by adding Sections
2-3020, 2-4015, and 2-6002.5 as follows:
(55 ILCS 5/2-3020 new)
Sec. 2-3020. Eligibility requirements for county board
members. A person is not eligible to serve as a county board
member if that person has been convicted of a felony under the
laws of this State or comparable laws of any other state or the
United States or is in arrears in the payment of a tax or other
indebtedness due to a county.
A home rule unit may not adopt eligibility requirements
that are less restrictive than this Section. This Section is a
limitation under subsection (i) of Section 6 of Article VII of
the Illinois Constitution on the concurrent exercise by home
rule units of the powers and functions exercised by the State.

Sec. 2-4015. Eligibility requirements for county board
members. A person is not eligible to serve as a county board
member if that person has been convicted of a felony under the
laws of this State or comparable laws of any other state or the

Sec. 2-6002.5. Eligibility requirements for commissioners.
A person is not eligible to serve as a commissioner if that
person has been convicted of a felony under the laws of this
State or comparable laws of any other state or the United
States or is in arrears in the payment of a tax or other
indebtedness due to a county.
A home rule unit may not adopt eligibility requirements
that are less restrictive than this Section. This Section is a
limitation under subsection (i) of Section 6 of Article VII of
the Illinois Constitution on the concurrent exercise by home
rule units of the powers and functions exercised by the State.
Section 99. Effective date. This Act takes effect upon
becoming law.
