Bill Title: Makes appropriations for the ordinary and contingent expenses of the Office of the State Treasurer. Makes further appropriations relating to banking services, estate taxes, bond payments, capital litigation, an Inspector General, loan collateralization, and arbitrage rebate payments. Effective July 1, 2010.
