1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5Municipal Economic Relief and Revenue Task Force Act.
6 Section 5. Task Force creation.
7 (a) The Municipal Economic Relief and Revenue Task Force
8is hereby established. The Task Force shall consist of the
9following members:
10 (1) Three members appointed by the Governor.
11 (2) Two members appointed by the President of the
12 Senate.
13 (3) Two members appointed by the Minority Leader of
14 the Senate.
15 (4) Two members appointed by the Speaker of the House
16 of Representatives.
17 (5) Two members appointed by the Minority Leader of
18 the House of Representatives.
19 (6) Four members who are experts in public finance,
20 economic development, municipal governance, or related
21 fields appointed by the Governor.
22 (7) Five members who are mayors, presidents, or
23 otherwise elected leaders of East St. Louis, Cairo, North

1 Chicago, Harvey, and Carbondale.
2 (b) The Task Force shall select from their number a
3chairperson.
4 (c) The Task Force shall meet at least every other month,
5in person or electronically, to study and evaluate methods of
6providing economic relief to municipalities, particularly
7those that are financially distressed, and to explore new
8revenue streams to ensure the provision of necessary services,
9such as police, fire, and sewer service.
10 (d) The Task Force shall hold public hearings, solicit
11expert testimony, and collect data pertinent to its study.
12 Section 10. Reporting.
13 (a) The Task Force shall submit an annual report to the
14Governor and the General Assembly on or before December 31 of
15every year, detailing its findings, conclusions, and
16recommendations.
17 (b) The Task Force shall submit a final report 3 years
18after the effective date of this Act summarizing its
19cumulative findings and recommendations.
20 Section 15. Dissolution of Task Force. The Task Force is
21dissolved upon submitting its report under subsection (b) of
22Section 10.
23 Section 20. Repeal. This Act is repealed 4 years after the
