AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. Short title. This Act may be cited as the
Municipal Economic Relief and Revenue Task Force Act.
Section 5. Task Force creation.
(a) The Municipal Economic Relief and Revenue Task Force
is hereby established. The Task Force shall consist of the
following members:
(1) Three members appointed by the Governor.
(2) Two members appointed by the President of the
Senate.
(3) Two members appointed by the Minority Leader of
the Senate.
(4) Two members appointed by the Speaker of the House
of Representatives.
(5) Two members appointed by the Minority Leader of
the House of Representatives.
(6) Four members who are experts in public finance,
economic development, municipal governance, or related
fields appointed by the Governor.
(7) Five members who are mayors, presidents, or
otherwise elected leaders of East St. Louis, Cairo, North

Chicago, Harvey, and Carbondale.
(b) The Task Force shall select from their number a
chairperson.
(c) The Task Force shall meet at least every other month,
in person or electronically, to study and evaluate methods of
providing economic relief to municipalities, particularly
those that are financially distressed, and to explore new
revenue streams to ensure the provision of necessary services,
such as police, fire, and sewer service.
(d) The Task Force shall hold public hearings, solicit
expert testimony, and collect data pertinent to its study.
Section 10. Reporting.
(a) The Task Force shall submit an annual report to the
Governor and the General Assembly on or before December 31 of
every year, detailing its findings, conclusions, and
recommendations.
(b) The Task Force shall submit a final report 3 years
after the effective date of this Act summarizing its
cumulative findings and recommendations.
Section 15. Dissolution of Task Force. The Task Force is
dissolved upon submitting its report under subsection (b) of
Section 10.
Section 20. Repeal. This Act is repealed 4 years after the

effective date of this Act.
