| 1 | AN ACT concerning finance.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 5. The Illinois Procurement Code is amended by | |||||||||||||||||||
| 5 | changing Section 50-30 as follows:
| |||||||||||||||||||
| 6 | (30 ILCS 500/50-30)
| |||||||||||||||||||
| 7 | Sec. 50-30. Revolving door prohibition.
| |||||||||||||||||||
| 8 | (a) Chief procurement officers, State
purchasing
| |||||||||||||||||||
| 9 | officers, procurement compliance monitors, their designees | |||||||||||||||||||
| 10 | whose principal duties are directly related to State
| |||||||||||||||||||
| 11 | procurement, and
and executive officers confirmed by the Senate | |||||||||||||||||||
| 12 | are expressly
prohibited for a period of 2 years after | |||||||||||||||||||
| 13 | terminating an affected position from
engaging in any | |||||||||||||||||||
| 14 | procurement activity relating to the State agency most recently
| |||||||||||||||||||
| 15 | employing them in an affected position for a period of at least | |||||||||||||||||||
| 16 | 6 months. The
prohibition includes but is not limited to: | |||||||||||||||||||
| 17 | lobbying the procurement process;
specifying; bidding; | |||||||||||||||||||
| 18 | proposing bid, proposal, or contract documents; on their
own | |||||||||||||||||||
| 19 | behalf or on behalf of any firm, partnership, association, or | |||||||||||||||||||
| 20 | corporation.
This subsection applies only to persons who | |||||||||||||||||||
| 21 | terminate an
affected position on or
after January 15, 1999.

| 22 | (b) In addition to any other
provisions of this Code, | |||||||||||||||||||
| 23 | employment of former State employees is subject to the
State | |||||||||||||||||||
| |||||||
| |||||||
| 1 | Officials and Employees Ethics Act.
