| 1 | AN ACT concerning vehicles.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 5. The Illinois Vehicle Code is amended by adding | |||||||||||||||||||
| 5 | Section 3-104.6 as follows:
| |||||||||||||||||||
| 6 | (625 ILCS 5/3-104.6 new) | |||||||||||||||||||
| 7 | Sec. 3-104.6. Application for title to materially altered | |||||||||||||||||||
| 8 | vehicle. | |||||||||||||||||||
| 9 | (a) If the vehicle to be registered is a materially altered | |||||||||||||||||||
| 10 | vehicle that has been modified by means of combining essential | |||||||||||||||||||
| 11 | parts obtained from 2 or more antique vehicles, such fact shall | |||||||||||||||||||
| 12 | be stated in the application with reference to model of antique | |||||||||||||||||||
| 13 | vehicles from which the essential parts were obtained. | |||||||||||||||||||
| 14 | (b) The applicant for the certificate of title must | |||||||||||||||||||
| 15 | disclose the following: | |||||||||||||||||||
| 16 | (1) the name and address of the applicant; | |||||||||||||||||||
| 17 | (2) a description of the vehicle including a | |||||||||||||||||||
| 18 | description of the vehicles from which the essential parts | |||||||||||||||||||
| 19 | combined in the vehicle were obtained; | |||||||||||||||||||
| 20 | (3) the date of acquisition of the vehicle and the name | |||||||||||||||||||
| 21 | of the person or entity from which the vehicle was | |||||||||||||||||||
| 22 | obtained; | |||||||||||||||||||
| 23 | (4) if the vehicle was obtained from an entity that is | |||||||||||||||||||
| |||||||
| |||||||
| 1 | no longer in existence, the date the date of dissolution of | ||||||
| 2 | the entity; and | ||||||
| 3 | (5) a statement that the vehicle is primarily intended | ||||||
| 4 | for use in parades. | ||||||
| 5 | (c) When the Secretary of State is satisfied as to the | ||||||
| 6 | veracity and genuineness of the application, the Secretary of | ||||||
| 7 | State shall issue, without bond, a certificate of title for the | ||||||
| 8 | vehicle. If, at the time of application, the materially altered | ||||||
| 9 | vehicle for which the application for title is filed is titled | ||||||
| 10 | in the name of a not-for-profit veterans organization that has | ||||||
| 11 | been involuntarily dissolved by the Secretary of State, the | ||||||
| 12 | title may be issued in the name of an existing not-for-profit | ||||||
| 13 | veterans organization that is or has been organizationally | ||||||
| 14 | related to the dissolved not-for-profit veterans organization. | ||||||
| 15 | (d) A vehicle for which a title is obtained under this | ||||||
| 16 | Section may be operated on a highway, street, or other road | ||||||
| 17 | only incidentally to its primary intended use.

| 18 | Section 99. Effective date. This Act takes effect upon | ||||||
| 19 | becoming law.
