| 1 | AMENDMENT TO SENATE BILL 3527
| ||||||
| 2 | AMENDMENT NO. ______. Amend Senate Bill 3527 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 1. Short title. This Act may be cited as the | ||||||
| 5 | "Independence from Oil Act".
| ||||||
| 6 | Section 5. Legislative findings. The General Assembly | ||||||
| 7 | finds that: | ||||||
| 8 | (1) Oil consumption contributes to global warming and harms | ||||||
| 9 | the environment. Oil use is the number one source of carbon | ||||||
| 10 | dioxide pollution from the U.S. economy. American emissions of | ||||||
| 11 | global warming pollution from burning oil alone exceed the | ||||||
| 12 | total emissions from every nation in the world other than | ||||||
| 13 | China. Oil spills impose massive damage on the environment. | ||||||
| 14 | (2) Oil also threatens public health, particularly | ||||||
| 15 | affecting children and minority communities. Oil-powered | ||||||
| 16 | vehicles produce soot and smog pollution, which causes asthma | ||||||
| |||||||
| |||||||
| 1 | attacks and premature deaths. Between 2000 and 2006, over 200 | ||||||
| 2 | Illinoisans died each year from asthma on average. Minorities | ||||||
| 3 | were disproportionately impacted, with African Americans | ||||||
| 4 | having an average asthma mortality rate four times higher than | ||||||
| 5 | that of the white population. | ||||||
| 6 | (3) Oil and gasoline prices place an unnecessary and | ||||||
| 7 | mounting economic burden on Illinois residents. Illinois | ||||||
| 8 | regularly has among the highest gas prices in the nation, and | ||||||
| 9 | in 2011, Illinoisans spent more than 7% of their income on | ||||||
| 10 | gasoline alone. | ||||||
| 11 | (4) Reliance on oil undermines national security, sending | ||||||
| 12 | over 1 billion dollars overseas per day, often to nations | ||||||
| 13 | opposed to American interests. | ||||||
| 14 | (5) Recent analysis has found that state and federal | ||||||
| 15 | policies, including those to promote public transit, walking | ||||||
| 16 | and biking, high-speed rail, energy efficiency, and electric | ||||||
| 17 | vehicles could reduce Illinois' oil consumption by almost 40% | ||||||
| 18 | by 2030. | ||||||
| 19 | (6) Illinois should help protect the environment, | ||||||
| 20 | safeguard public health, strengthen its economy, and support | ||||||
| 21 | national security by reducing aggregate oil consumption in the | ||||||
| 22 | State.
| ||||||
| 23 | Section 10. Definitions. As used in this Act, unless the | ||||||
| 24 | context clearly requires otherwise: | ||||||
| 25 | "Office" means the Department of Commerce and Economic | ||||||
| |||||||
| |||||||
| 1 | Opportunity's Office of Energy and Recycling. | ||||||
| 2 | "Plan" means the Illinois Independence from Oil Plan, | ||||||
| 3 | created pursuant to Section 15 of this Act.
| ||||||
| 4 | Section 15. Illinois Independence from Oil Plan. The Office | ||||||
| 5 | shall develop a plan to reduce the consumption of oil in the | ||||||
| 6 | State. The plan must be designed to meet the targets of | ||||||
| 7 | reducing consumption of oil in the State by at least 30% from | ||||||
| 8 | 2007 levels by 2030 and at least 50% from 2007 levels by 2050. | ||||||
| 9 | In establishing these targets, the Office shall consider the | ||||||
| 10 | potential of oil savings from the following strategies to | ||||||
| 11 | improve energy efficiency and move to clean, renewable energy: | ||||||
| 12 | (1) expanding and investing in public transportation, | ||||||
| 13 | including bus transit and high speed rail, and offering | ||||||
| 14 | incentives for commuters to use public transportation | ||||||
| 15 | where available; | ||||||
| 16 | (2) the rapid deployment of electric vehicles, through | ||||||
| 17 | a combination of policies that may include, but are not | ||||||
| 18 | limited to, comprehensive planning with utilities, | ||||||
| 19 | investments in electric vehicle infrastructure, and | ||||||
| 20 | consumer tax incentives; | ||||||
| 21 | (3) achieving home and commercial weatherization and | ||||||
| 22 | efficiency improvements; | ||||||
| 23 | (4) establishing rebates or other consumer incentives | ||||||
| 24 | for retiring older, inefficient vehicles; | ||||||
| 25 | (5) coordinating land use and transportation planning | ||||||

| 1 | to encourage growth in areas accessible by walking, biking, | ||||||
| 2 | and public transportation; | ||||||
| 3 | (6) transitioning to renewable energy for heating, | ||||||
| 4 | including energy from wind, solar, geothermal, and | ||||||
| 5 | sustainable biomass; | ||||||
| 6 | (7) establishing additional policies and incentives | ||||||
| 7 | for industrial efficiency improvements, including | ||||||
| 8 | replacements of industrial boilers and other steps to | ||||||
| 9 | reduce petroleum consumption; and | ||||||
| 10 | (8) adopting other strategies that can help enable | ||||||
| 11 | Illinois to achieve the oil-reduction targets. | ||||||
| 12 | The Office shall report to the General Assembly by February | ||||||
| 13 | 1, 2013 with recommendations for short-term and mid-term | ||||||
| 14 | policies needed to achieve the overall reductions in oil use, | ||||||
| 15 | including recommendations for specific legislative actions. | ||||||
| 16 | It is the policy of the State to reduce aggregate oil | ||||||
| 17 | consumption in the State by working to implement the | ||||||
| 18 | recommendations and meet the targets set forth in the plan. | ||||||
| 19 | By February 1, 2015 and by February 1 every 5 years | ||||||
| 20 | thereafter, the Governor shall evaluate the State's progress | ||||||
| 21 | toward meeting the plan's goals and make additional | ||||||
| 22 | recommendations to the legislative committees having | ||||||
| 23 | jurisdiction over energy, transportation, technology, public | ||||||
| 24 | health, and environmental matters as necessary to ensure that | ||||||
| 25 | the State can meet the reduction goals.".

| 1 | Section 99. Effective date. This Act takes effect upon | ||||||
| 2 | becoming law.".
