Bill Title: Amends the School Code. Provides that subject to appropriation, the State Board of Education shall conduct a study of the implementation of a requirement that each school district maintain an individual career plan of study for each pupil enrolled in the school district in grades 8 through 12. Provides that on or before December 31, 2016, the State Board of Education shall prepare and submit a report to the General Assembly on the findings of the study. Requires the State Board of Education to establish a technical education and career incentive program. Provides that the State Board of Education shall make an award to school districts that have at least one pupil who graduates from a high school in the school district having obtained an industry-recognized credential in an occupation that has been identified by the Director of Labor, in consultation with the Board of Higher Education and the State Board of Education, as an occupation in highest need of additional skilled employees at the time the pupil entered the technical education course or program in the school district. Sets forth provisions governing the amount, certification, and distribution of the award.

SYNOPSIS AS INTRODUCED:

Amends the School Code. 1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
52-3.160 as follows:
6 (105 ILCS 5/2-3.160 new)
7 Sec. 2-3.160. Technical education and career incentive
8program.
9 (a) As used in this Section, "individual career plan of
10study" means a proposed individualized coherent sequence of
11classes focused on a career pathway that enables a seamless
12transition into a post-secondary education program.
13 (b) Subject to appropriation, the State Board of Education
14shall conduct a study of the implementation of a requirement
15that each school district maintain an individual career plan of
16study for each pupil enrolled in the school district in grades
178 through 12. On or before December 31, 2016, the State Board
18of Education shall prepare and submit a report to the General
19Assembly on the findings of the study.
20 (c) The State Board of Education shall establish a
21technical education and career incentive program.
22 Subject to appropriation, each school year, the State Board
23of Education shall make an award to school districts that have

1at least one pupil who graduates from a high school in the
2school district having obtained an industry-recognized
3credential in an occupation that has been identified by the
4Director of Labor, in consultation with the Board of Higher
5Education and the State Board of Education, as an occupation in
6highest need of additional skilled employees at the time the
7pupil entered the technical education course or program in the
8school district. The school districts shall receive an award in
9an amount equal to $1,000 for each such pupil graduating from a
10high school in the school district. The State Board of
11Education shall certify the amount due to each school district
12and the awards shall be paid at such times as established by
13the State Board of Education. The awards shall be used toward
14any expenses incurred by the school district in providing
15technical education courses, and any moneys remaining after
16distribution may be expended as determined by the school
17district toward the operation of the school from which the
18pupils graduated.
