| 1 | AN ACT concerning education.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Illinois Early Learning Council Act is | ||||||
| 5 | amended by adding Section 20 as follows:
| ||||||
| 6 | (20 ILCS 3933/20 new) | ||||||
| 7 | Sec. 20. Early childhood block grant appropriation | ||||||
| 8 | recommendation. The Illinois Early Learning Council shall make | ||||||
| 9 | recommendations for the early childhood block grant | ||||||
| 10 | appropriation needed to make available high-quality early | ||||||
| 11 | childhood and family education programs and services to all | ||||||
| 12 | eligible children. The recommended early childhood block grant | ||||||
| 13 | appropriation level must be determined based on research and | ||||||
| 14 | reports on program components that are shown to contribute to | ||||||
| 15 | positive child outcomes. The State Board of Education shall | ||||||
| 16 | provide such data to the Council as is reasonably required for | ||||||
| 17 | the proper performance by the Council of its responsibilities | ||||||
| 18 | under this Section. The Council shall make its recommendation | ||||||
| 19 | to the General Assembly on or before January 1 of each | ||||||
| 20 | odd-numbered year, beginning on or before January 1, 2011.

| 21 | Section 99. Effective date. This Act takes effect upon | ||||||
| 22 | becoming law.
