Bill Title: Amends the Illinois Police Training Act. Provides that the certified training programs in crisis intervention established by the Illinois Law Enforcement Training Standards Board shall include addressing transportation of people with mental illnesses. Provides that the training includes understanding procedures for an involuntary transportation of people with mental illnesses to an evaluation setting.

1 | AN ACT concerning local government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Police Training Act is amended by | |||||||||||||||||||
5 | changing Section 10.17 as follows:

6 | (50 ILCS 705/10.17) | |||||||||||||||||||
7 | Sec. 10.17. Crisis intervention team training; mental | |||||||||||||||||||
8 | health awareness training. | |||||||||||||||||||
9 | (a) The Illinois Law Enforcement Training Standards Board | |||||||||||||||||||
10 | shall develop and approve a standard curriculum for certified | |||||||||||||||||||
11 | training programs in crisis intervention addressing | |||||||||||||||||||
12 | specialized policing responses to and transportation of people | |||||||||||||||||||
13 | with mental illnesses. The Board shall conduct Crisis | |||||||||||||||||||
14 | Intervention Team (CIT) training programs that train officers | |||||||||||||||||||
15 | to identify signs and symptoms of mental illness, to | |||||||||||||||||||
16 | de-escalate situations involving individuals who appear to | |||||||||||||||||||
17 | have a mental illness, understand procedures for an involuntary | |||||||||||||||||||
18 | transportation to an evaluation setting, and connect that | |||||||||||||||||||
19 | person in crisis to treatment. Officers who have successfully | |||||||||||||||||||
20 | completed this program shall be issued a certificate attesting | |||||||||||||||||||
21 | to their attendance of a Crisis Intervention Team (CIT) | |||||||||||||||||||
22 | training program.

23 | (b) The Board shall create an introductory course |

1 | incorporating adult learning models that provides law | ||||||
2 | enforcement officers with an awareness of mental health issues | ||||||
3 | including a history of the mental health system, types of | ||||||
4 | mental health illness including signs and symptoms of mental | ||||||
5 | illness and common treatments and medications, and the | ||||||
6 | potential interactions law enforcement officers may have on a | ||||||
7 | regular basis with these individuals, their families, and | ||||||
8 | service providers including de-escalating a potential crisis | ||||||
9 | situation. This course, in addition to other traditional | ||||||
10 | learning settings, may be made available in an electronic | ||||||
11 | format. | ||||||
