Bill Title: Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Creates the Use and Occupation Tax Task Force. Provides that the Task Force shall prepare a report with suggestions for modernizing and streamlining the State's use and occupation taxes. Effective immediately.

| 1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The Department of Revenue Law of the
Civil | ||||||||||||||||||||||||
| 5 | Administrative Code of Illinois is amended by adding Section | ||||||||||||||||||||||||
| 6 | 2505-805 as follows:
| ||||||||||||||||||||||||
| 7 | (20 ILCS 2505/2505-805 new) | ||||||||||||||||||||||||
| 8 | Sec. 2505-805. Use and Occupation Tax Task Force. | ||||||||||||||||||||||||
| 9 | (a) The Use and Occupation Tax Task Force is hereby | ||||||||||||||||||||||||
| 10 | established. The Task Force shall consist of the following | ||||||||||||||||||||||||
| 11 | members: | ||||||||||||||||||||||||
| 12 | (1) the Director of Revenue, or his or her designee; | ||||||||||||||||||||||||
| 13 | (2) one representative of the Illinois Chamber of | ||||||||||||||||||||||||
| 14 | Commerce, appointed by the Governor; | ||||||||||||||||||||||||
| 15 | (3) one representative of the Taxpayers' Federation of | ||||||||||||||||||||||||
| 16 | Illinois, appointed by the Governor; | ||||||||||||||||||||||||
| 17 | (4) one representative of the Illinois Retail | ||||||||||||||||||||||||
| 18 | Merchants Association, appointed by the Governor; | ||||||||||||||||||||||||
| 19 | (5) one representative of the Illinois Municipal | ||||||||||||||||||||||||
| 20 | League, appointed by the Governor; | ||||||||||||||||||||||||
| 21 | (6) one member appointed by the Speaker of the House of | ||||||||||||||||||||||||
| 22 | Representatives; | ||||||||||||||||||||||||
| 23 | (7) one member appointed by the Minority Leader of the | ||||||||||||||||||||||||

| 1 | House of Representatives; | ||||||
| 2 | (8) one member appointed by the Senate President; and | ||||||
| 3 | (9) one member appointed by the Senate Minority Leader. | ||||||
| 4 | (b) The Department shall provide the Task Force with | ||||||
| 5 | administrative and other support. The Task Force shall prepare | ||||||
| 6 | a report with suggestions for modernizing and streamlining the | ||||||
| 7 | State's use and occupation taxes. The report shall be filed | ||||||
| 8 | with the Governor and the General Assembly no later than | ||||||
| 9 | December 31, 2021. | ||||||
| 10 | (c) This Section is repealed on December 31, 2022.

| 11 | Section 99. Effective date. This Act takes effect upon | ||||||
| 12 | becoming law.
