AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Department of Revenue Law of the Civil
Administrative Code of Illinois is amended by adding Section
2505-805 as follows:
(20 ILCS 2505/2505-805 new)
Sec. 2505-805. Use and Occupation Tax Task Force.
(a) The Use and Occupation Tax Task Force is hereby
established. The Task Force shall consist of the following
members:
(1) the Director of Revenue, or his or her designee;
(2) one representative of the Illinois Chamber of
Commerce, appointed by the Governor;
(3) one representative of the Taxpayers' Federation of
Illinois, appointed by the Governor;
(4) one representative of the Illinois Retail
Merchants Association, appointed by the Governor;
(5) one representative of the Illinois Municipal
League, appointed by the Governor;
(6) one member appointed by the Speaker of the House of
Representatives;
(7) one member appointed by the Minority Leader of the

House of Representatives;
(8) one member appointed by the Senate President; and
(9) one member appointed by the Senate Minority Leader.
(b) The Department shall provide the Task Force with
administrative and other support. The Task Force shall prepare
a report with suggestions for modernizing and streamlining the
State's use and occupation taxes. The report shall be filed
with the Governor and the General Assembly no later than
December 31, 2021.
(c) This Section is repealed on December 31, 2022.
Section 99. Effective date. This Act takes effect upon
becoming law.
