Bill Title: Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, except as otherwise provided under State law, the only fee that may be imposed on a transaction is a credit card surcharge fee. Provides that imposing a fee for the use of cash or debit card is a violation. Provides that a violation of the provision is an unlawful practice within the meaning of the Act.
