Bill Title: Amends the Capital Development Board Act. Provides that the Capital Development Board shall develop and periodically revise a Statewide master plan for non-road infrastructure. Provides that the Capital Development Board shall coordinate its planning activities with those of other State agencies and authorities and shall supervise and review any infrastructure planning performed by other executive branch agencies under the direction of the Governor. Provides that the Capital Development Board shall publish and deliver the Statewide master plan for non-road infrastructure to the Governor and General Assembly by December 31, 2020 and by December 31 every 5 years thereafter. Effective immediately.

1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The Capital Development Board Act is amended by | ||||||||||||||||||||||||
5 | changing Section 4.02 as follows:
| ||||||||||||||||||||||||

7 | Sec. 4.02.
To conduct continuous studies into the costs of | ||||||||||||||||||||||||
8 | building or otherwise
providing the facilities described in | ||||||||||||||||||||||||
9 | Section 4.01.

10 | The Board shall develop and maintain a continuing, | ||||||||||||||||||||||||
11 | comprehensive, and integrated planning process that shall | ||||||||||||||||||||||||
12 | develop and periodically revise a Statewide master plan for | ||||||||||||||||||||||||
13 | non-road infrastructure to guide program development. The | ||||||||||||||||||||||||
14 | Board shall coordinate its planning activities with those of | ||||||||||||||||||||||||
15 | other State agencies and authorities and shall supervise and | ||||||||||||||||||||||||
16 | review any infrastructure planning performed by other | ||||||||||||||||||||||||
17 | executive branch agencies under the direction of the Governor. | ||||||||||||||||||||||||
18 | The Board shall cooperate and participate with federal, | ||||||||||||||||||||||||
19 | regional, State, and local agencies and with interested private | ||||||||||||||||||||||||
20 | individuals and organizations in the coordination of plans and | ||||||||||||||||||||||||
21 | policies for development of the State's non-road | ||||||||||||||||||||||||
22 | infrastructure. To meet the provisions of this Section, the | ||||||||||||||||||||||||
23 | Board shall publish and deliver to the Governor and General |

1 | Assembly by December 31, 2020 and by December 31 every 5 years | ||||||
2 | thereafter, its master plan for non-road infrastructure. The | ||||||
3 | plan shall identify priority projects that are critical to the | ||||||
4 | economic and general welfare of this State regardless of public | ||||||
5 | jurisdictional responsibility or private ownership. The master | ||||||
6 | plan shall provide particular emphasis and detail of at least | ||||||
7 | the 5-year period in the immediate future. Annual and 5-year, | ||||||
8 | or longer, project programs for each component of the plan | ||||||
9 | shall be published and furnished the General Assembly on the | ||||||
10 | first Wednesday in April of each year.
Identified needs | ||||||
11 | included in the plan shall be listed and mapped in a | ||||||
12 | distinctive fashion to clearly identify the priority status of | ||||||
13 | the projects as follows: (i) projects to be committed for | ||||||
14 | execution; (ii) tentative projects that are dependent upon | ||||||
15 | funding or other constraints; and (iii) needed projects that | ||||||
16 | are not programmed due to lack of funding or other constraints.

17 | All projects shall be related to the priority systems of the | ||||||
18 | master plan, and the priority criteria shall be identified. | ||||||
19 | Cost and estimated completion dates shall be included for work | ||||||
20 | required to complete a usable segment or component beyond the | ||||||
21 | period of the program. The Board shall publish and deliver to | ||||||
22 | the Governor and General Assembly on the first Wednesday of | ||||||
23 | April of each year 5-year, or longer, non-road infrastructure | ||||||
24 | program reporting the number of fiscal years each project has | ||||||
25 | been included in previous plans submitted by the Department. | ||||||
26 | The Board shall publish and deliver to the Governor and the |

1 | General Assembly by November 1 of each year a report that | ||||||
2 | includes the following: (i) all projects accomplished in the | ||||||
3 | previous year; and (ii) the award cost and the starting date of | ||||||
4 | each listed project. | ||||||
