Provides that as the Department of Human Services establishes reimbursement rates that build toward livable wages for front-line personnel in programs serving persons with intellectual and developmental disabilities, the Department shall include rates for therapeutic schools and other programs serving children with intellectual and developmental disabilities. Defines "front-line personnel". Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Mental Health and Developmental
5Disabilities Administrative Act is amended by adding Section
67.2a as follows:
7 (20 ILCS 1705/7.2a new)
8 Sec. 7.2a. Increased wages for front-line personnel
9serving children. As the Department establishes reimbursement
10rates that build toward livable wages for front-line personnel
11in programs serving persons with intellectual and
12developmental disabilities, the Department shall include rates
13for therapeutic schools and other programs serving children
14with intellectual and developmental disabilities. As used in
15this Section, "front-line personnel" means direct support
16persons, aides, front-line supervisors, qualified intellectual
17disabilities professionals, educators, nurses, and
18non-administrative support staff working in service settings
19outlined in this Section.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.
