| 1 | AN ACT concerning education.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 5. The Public Community College Act is amended by | |||||||||||||||||||
| 5 | changing Section 2-1 as follows:
| |||||||||||||||||||

| 7 | Sec. 2-1. There is created the
the Illinois Community | |||||||||||||||||||
| 8 | College Board
hereinafter referred to as the "State Board". The | |||||||||||||||||||
| 9 | State Board shall
consist of 12 members as follows: a nonvoting | |||||||||||||||||||
| 10 | student member selected by
the recognized advisory committee of | |||||||||||||||||||
| 11 | students of the Illinois Community
College Board, this student | |||||||||||||||||||
| 12 | to serve for a term of one year beginning on
July 1 of each | |||||||||||||||||||
| 13 | year, except that the student member initially selected
shall | |||||||||||||||||||
| 14 | serve a term beginning on the date of such selection and | |||||||||||||||||||
| 15 | expiring on
the next succeeding June 30, and except that any | |||||||||||||||||||
| 16 | student member or former
student member may be selected by the | |||||||||||||||||||
| 17 | recognized advisory committee of
students of the State Board to | |||||||||||||||||||
| 18 | serve a second term as the nonvoting student
member of the | |||||||||||||||||||
| 19 | State Board; and 11 members, one of whom shall be a senior
| |||||||||||||||||||
| 20 | citizen age 60 or over, to be appointed by the Governor by and | |||||||||||||||||||
| 21 | with the
advice and consent of the Senate. Beginning on July 1, | |||||||||||||||||||
| 22 | 2005, one of the 11 members appointed by the Governor, by and | |||||||||||||||||||
| 23 | with the advice and consent of the Senate, must be a faculty | |||||||||||||||||||
| |||||||
| |||||||
| 1 | member at an Illinois public community college. Also beginning | ||||||
| 2 | on July 1, 2005, one of the 11 members appointed by the | ||||||
| 3 | Governor, by and with the advice and consent of the Senate, | ||||||
| 4 | must be a member of the board of trustees of a public community | ||||||
| 5 | college district. After the effective date of this amendatory | ||||||
| 6 | Act of the 97th General Assembly, one of the 11 members to be | ||||||
| 7 | appointed by the Governor, by and with the advice and consent | ||||||
| 8 | of the Senate, must be the president of a public community | ||||||
| 9 | college, the Chancellor of City Colleges of Chicago (Community | ||||||
| 10 | College District No. 508), or the Chief Executive Officer of | ||||||
| 11 | Illinois Eastern Community Colleges (Community College | ||||||
| 12 | District No. 529). The membership requirements set forth in | ||||||
| 13 | this Section apply only to the State Board and shall have no | ||||||
| 14 | effect on the membership of the board of trustees of a | ||||||
| 15 | community college district. The members first appointed under | ||||||
| 16 | this
amendatory Act of 1984 shall serve for a term of 6 years. | ||||||
| 17 | After the
expiration of the terms of the office of the members | ||||||
| 18 | first appointed to the
State Board, their respective successors | ||||||
| 19 | shall hold office for a term of 6
years and until their | ||||||
| 20 | successors are qualified and seated. In the event of
vacancies | ||||||
| 21 | on the State Board in offices appointed by the Governor | ||||||
| 22 | occurring
during a recess of the Senate, the Governor shall | ||||||
| 23 | have the power to make
temporary appointments until the next | ||||||
| 24 | meeting of the Senate, when the
vacancy shall be filled by | ||||||
| 25 | nomination to be confirmed by the Senate. | ||||||
