Bill Title: Amends the Fire Protection District Act. Provides that a petition to disconnect territory from a fire protection district that would cause serious injury to a fire protection district shall be dismissed. Defines serious injury. Effective immediately.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Municipal Code is amended by adding
5Section 11-6-9 as follows:
6 (65 ILCS 5/11-6-9 new)
7 Sec. 11-6-9. Purchase of tires under joint purchasing
8authority.
9 (a) If authorized by the fire chief of the fire department,
10any regularly enrolled volunteer firefighter may purchase 4
11vehicle tires every 3 years through his or her fire
12department's or municipality's contract to purchase vehicle
13tires under Section 2 of the Governmental Joint Purchasing Act.
14The authorization must be in writing and on the fire
15department's letterhead, and must include the volunteer
16firefighter's name, the license plate number of the vehicle for
17the authorized purchase, and must reference the fire
18department's or municipality's joint purchasing agreement. For
19purposes of this Section only, "vehicle" has the meaning
20provided in Section 1-146 of the Illinois Vehicle Code.
21 (b) The fire department or municipality shall alone be
22responsible for documenting how many tires each volunteer
23firefighter purchases during the specified periods under this

2 (c) The firefighter shall pay for any tires, and any
3related taxes, purchased under this Section.
4 (d) Purchase of tires under this Section are not considered
5tax exempt.
6 (e) This Section applies to contracts first solicited under
7Section 4 of the Governmental Joint Purchasing Act on or after
8the effective date of this amendatory Act of the 99th General
9Assembly.
10 Section 10. The Fire Protection District Act is amended by
11adding Section 10d as follows:
12 (70 ILCS 705/10d new)
13 Sec. 10d. Purchase of tires under joint purchasing
14authority.
15 (a) If authorized by the fire chief of the fire protection
16district, any regularly enrolled volunteer firefighter may
17purchase 4 vehicle tires every 3 years through his or her fire
18protection district's contract to purchase vehicle tires under
19Section 2 of the Governmental Joint Purchasing Act. The
20authorization must be in writing and on the fire protection
21district's letterhead, and must include the volunteer
22firefighter's name, the license plate number of the vehicle for
23the authorized purchase, and must reference the fire protection
24district's joint purchasing agreement. For purposes of this
