Bill Title: Amends the Fire Protection District Act. Provides that a petition to disconnect territory from a fire protection district that would cause serious injury to a fire protection district shall be dismissed. Defines serious injury. Effective immediately.

1 | AN ACT concerning local government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Municipal Code is amended by adding | ||||||
5 | Section 11-6-9 as follows:

6 | (65 ILCS 5/11-6-9 new) | ||||||
7 | Sec. 11-6-9. Purchase of tires under joint purchasing | ||||||
8 | authority. | ||||||
9 | (a) If authorized by the fire chief of the fire department, | ||||||
10 | any regularly enrolled volunteer firefighter may purchase 4 | ||||||
11 | vehicle tires every 3 years through his or her fire | ||||||
12 | department's or municipality's contract to purchase vehicle | ||||||
13 | tires under Section 2 of the Governmental Joint Purchasing Act. | ||||||
14 | The authorization must be in writing and on the fire | ||||||
15 | department's letterhead, and must include the volunteer | ||||||
16 | firefighter's name, the license plate number of the vehicle for | ||||||
17 | the authorized purchase, and must reference the fire | ||||||
18 | department's or municipality's joint purchasing agreement. For | ||||||
19 | purposes of this Section only, "vehicle" has the meaning | ||||||
20 | provided in Section 1-146 of the Illinois Vehicle Code. | ||||||
21 | (b) The fire department or municipality shall alone be | ||||||
22 | responsible for documenting how many tires each volunteer | ||||||
23 | firefighter purchases during the specified periods under this |

2 | (c) The firefighter shall pay for any tires, and any | ||||||
3 | related taxes, purchased under this Section. | ||||||
4 | (d) Purchase of tires under this Section are not considered | ||||||
5 | tax exempt. | ||||||
6 | (e) This Section applies to contracts first solicited under | ||||||
7 | Section 4 of the Governmental Joint Purchasing Act on or after | ||||||
8 | the effective date of this amendatory Act of the 99th General | ||||||
9 | Assembly.

10 | Section 10. The Fire Protection District Act is amended by | ||||||
11 | adding Section 10d as follows:

12 | (70 ILCS 705/10d new) | ||||||
13 | Sec. 10d. Purchase of tires under joint purchasing | ||||||
14 | authority. | ||||||
15 | (a) If authorized by the fire chief of the fire protection | ||||||
