Bill Title: Specifies that the amendatory Act may be referred to as Sami's Law. Amends the Equitable Restrooms Act. Provides that the owner or operator of each public building and State-owned building shall install and maintain in that building at least one adult changing station that is publicly accessible if the building is constructed 2 or more years after the effective date of the amendatory Act or if certain alterations or additions are made to the building 4 or more years after the effective date of the amendatory Act. Requires the owner or operator of a public building and the owner or operator of a State-owned building to ensure that certain information about the location of adult changing stations in the buildings is provided. 1 AN ACT concerning health.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. References to Act. This Act may be referred to
5as Sami's Law.
6 Section 5. The Equitable Restrooms Act is amended by
7adding Section 16 as follows:
8 (410 ILCS 35/16 new)
9 Sec. 16. Adult changing station.
10 (a) In this Section:
11 "Adult changing station" means a private, enclosed family
12or assisted-use toilet facility containing an adult changing
13table that is for use by individuals 13 years of age or older.
14 "Adult changing table" means a powered, height-adjustable
15table that:
16 (1) has safety rails on each side and a safety belt;
17 (2) is capable of being lowered to a height of 19
18 inches or less and raised to a height of at least 38
19 inches;
20 (3) is at least 25 inches wide and at least 72 inches
21 long; and
22 (4) supports at least 400 pounds.

1 "Public building" means:
2 (1) a building or structure used for exhibition or
3 entertainment, including, but not limited to, a movie
4 theater, performance theater, concert hall, convention
5 center, shopping mall, or a store that is larger than
6 40,000 square feet;
7 (2) a building or structure used for public display or
8 collection, including, but not limited to, a museum,
9 library, or gallery;
10 (3) a building or structure that is located in a place
11 of recreation, including, but not limited to, a park, zoo,
12 or amusement park; or
13 (4) any of the following located in this State:
14 (i) an airport;
15 (ii) a bus station;
16 (iii) an interstate rest stop;
17 (iv) a place of education;
18 (v) a hospital; or
19 (vi) a rehabilitation facility.
20 "State-owned building" means the State Capitol Building or
21a rest stop located on an interstate highway.
22 (b) The owner or operator of each public building and
23State-owned building shall install and maintain in that
24building at least one adult changing station that is
25accessible when the building is open to the public if:
26 (1) the building is constructed 2 or more years after
