Bill Title: Amends the Project Labor Agreements Act. Provides that the State Board of Education, the Capital Development Board, and the board of education of any school district shall not require a project labor agreement for any school construction project or any school construction project grant or debt service grant.

| 1 | AN ACT concerning finance.

| 2 | Be it enacted by the People of the State of Illinois,

| 3 | represented in the General Assembly:

| 4 | Section 5. The Project Labor Agreements Act is amended by | ||||||||||||||||||||||||||||
| 5 | changing Sections 10 and 15 and by adding Section 17 as | ||||||||||||||||||||||||||||
| 6 | follows:

| 8 | Sec. 10. Public works projects. Except as provided in | ||||||||||||||||||||||||||||
| 9 | Section 17 of this Act, on On a project-by-project basis, a | ||||||||||||||||||||||||||||
| 10 | State department, agency, authority, board, or instrumentality | ||||||||||||||||||||||||||||
| 11 | that is under the control of the Governor shall include a | ||||||||||||||||||||||||||||
| 12 | project labor agreement on a public works project when that | ||||||||||||||||||||||||||||
| 13 | department, agency, authority, board, or instrumentality has | ||||||||||||||||||||||||||||
| 14 | determined that the agreement advances the State's interests of | ||||||||||||||||||||||||||||
| 15 | cost, efficiency, quality, safety, timeliness, skilled labor | ||||||||||||||||||||||||||||
| 16 | force, labor stability, or the State's policy to advance | ||||||||||||||||||||||||||||
| 17 | minority-owned and women-owned businesses and minority and | ||||||||||||||||||||||||||||
| 18 | female employment.

| 5 | include a project labor agreement on a public works project | ||||||
| 6 | funded in whole or in part with federal funds.

| 10 | Notwithstanding any other provision of this Act, the State | ||||||
| 11 | Board of Education, the Capital Development Board, and the | ||||||
| 12 | board of education of any school district shall not require a | ||||||
| 13 | project labor agreement for any school construction project or | ||||||
| 14 | any school construction project grant or debt service grant | ||||||
| 15 | provided under the School Construction Law.
