AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Project Labor Agreements Act is amended by
changing Sections 10 and 15 and by adding Section 17 as
follows:

Sec. 10. Public works projects. Except as provided in
Section 17 of this Act, on On a project-by-project basis, a
State department, agency, authority, board, or instrumentality
that is under the control of the Governor shall include a
project labor agreement on a public works project when that
department, agency, authority, board, or instrumentality has
determined that the agreement advances the State's interests of
cost, efficiency, quality, safety, timeliness, skilled labor
force, labor stability, or the State's policy to advance
minority-owned and women-owned businesses and minority and
female employment.

Sec. 15. Public works projects funded with federal funds.
Except as provided in Section 17 of this Act, when When it has

been determined that a project labor agreement is appropriate,
and in furtherance of the President's Executive Order 13502,
the State department, agency, authority, board, or
instrumentality responsible for awarding the project may
include a project labor agreement on a public works project
funded in whole or in part with federal funds.

Sec. 17. School construction projects; grants.
Notwithstanding any other provision of this Act, the State
Board of Education, the Capital Development Board, and the
board of education of any school district shall not require a
project labor agreement for any school construction project or
any school construction project grant or debt service grant
provided under the School Construction Law.
