Bill Title: Makes various appropriations concerning higher education and the Illinois Math and Science Academy, if and only if Senate Bill 2400 of the 99th General Assembly becomes law. Provides that the appropriation authority is valid for costs incurred from July 1, 2015 through June 30, 2016. Effective immediately.
