AN ACT concerning elections.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Election Code is amended by adding Section
9-8.5 as follows:
(10 ILCS 5/9-8.5 new)
Sec. 9-8.5. Limit on transfers of funds.
(a) As used in this Section:
(1) "General election cycle" means the period
beginning the day after a general election and ending at
the conclusion of the day of the next general election.
(2) "Consolidated election cycle" means the period
beginning the day after a consolidated election and ending
at the conclusion of the day of the next consolidated
election.
(b) A political committee, other than a local political
committee, and a nonprofit organization subject to Section
9-7.5, individually or jointly, may not make transfers, as
defined in Section 9-1.13 and including transfers under Section
9-5, in excess of an aggregate total of $1,000 during a general
election cycle to one or more political committees and
nonprofit organizations subject to Section 9-7.5.
(c) A local political committee may not make transfers, as

defined in Section 9-1.13 and including transfers under Section
9-5, in excess of an aggregate total of $1,000 during a
consolidated election cycle to one or more political committees
and nonprofit organizations subject to Section 9-7.5.
Section 99. Effective date. This Act takes effect upon
becoming law.
