Bill Title: Amends the University of Illinois Act, the Southern Illinois University Management Act, the Chicago State University Law, the Eastern Illinois University Law, the Governors State University Law, the Illinois State University Law, the Northeastern State University Law, the Northern Illinois University Law, and the Western Illinois University Law. Provides that, before any student fee is raised at a public university, a majority of the student body that is eligible to vote in student government elections must approve the fee increase. Includes requirements relating to the form of the question and notice to be given. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5adding Section 180 as follows:
6 (110 ILCS 305/180 new)
7 Sec. 180. Student fee increases.
8 (a) Before the Board of Trustees may raise any student fee
9of the university, a majority of the student body that is
10eligible to vote in student government elections must approve
11the fee increase.
12 (b) The question of whether or not to raise a fee or fees
13shall be submitted to the student body for a vote in the same
14manner as student government elections, with reasonable notice
15given to the student body. The question shall be in
16substantially the following form:

"Shall the following (fee or fees) be increased:
18
(Fee name): From (current fee) to (increased fee). YES/NO
19
(insert additional fees in the same manner)"
20 (c) If the student body approves a fee increase, the Board
21may increase the fee up to the amount approved by the student

3Act is amended by adding Section 155 as follows:
