Bill Title: Amends the Child Care Act of 1969. Provides that subject to appropriation, the Department of Children and Family Services shall create and implement a 3-year pilot program to provide grants to underserved units of local government to establish licensed day care centers within local government facilities for local government employees, visitors, and eligible residents who reside in the local government's jurisdiction. Provides that the Department shall arrange for an evaluation of the pilot program to determine whether the pilot program is successfully supporting local government employees. Provides that at the end of the 3-year pilot program, the Department shall submit a report to the General Assembly with its findings from the evaluation. Provides that the report shall state whether the Department intends to continue the pilot program and the rationale for its decision. Provides that the Department may adopt rules and procedures to implement and administer the program. Creates the Local Government Facilities Day Care Fund and makes a corresponding change in the State Finance Act.

SYNOPSIS AS INTRODUCED:

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Child Care Act of 1969 is amended by adding
5Section 25 as follows:
6 (225 ILCS 10/25 new)
7 Sec. 25. Local government facilities day care centers
8grant program.
9 (a) Subject to appropriation, the Department shall create
10and implement a 3-year pilot program to provide grants to
11underserved units of local government to establish licensed
12day care centers within local government facilities for local
13government employees, visitors, and eligible residents who
14reside in the local government's jurisdiction.
15 (b) The Local Government Facilities Day Care Fund is
16created as a special fund in the State treasury. The fund shall
17consist of any money appropriated to the Department for the
18local government facilities day care centers grant program.
19Money in the fund shall be expended for the local government
20facilities day care centers grant program and for no other
21purpose. All interest earned on money in the fund shall be
22deposited into the fund.
23 (c) The Department shall arrange for an evaluation of the

1pilot program to determine whether the pilot program is
2successfully supporting local government employees. This
3evaluation shall support the determination of whether there is
4a long-term cost benefit to continuing the pilot program.
5 (d) At the end of the 3-year pilot program, the Department
6shall submit a report to the General Assembly with its
7findings from the evaluation. The report shall state whether
8the Department intends to continue the pilot program and the
9rationale for its decision.
10 (e) The Department may adopt rules and procedures to
11implement and administer this Section.
12 Section 10. The State Finance Act is amended by adding
13Section 5.990 as follows:
