Bill Title: Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services is authorized to make grants to a statewide Health Information Technology Resource and Support Center. Provides that the center's functions shall include: providing services on a statewide basis with a focus in rural and disparity areas of the State; providing medical practitioners, office managers, and healthcare support staff with information and assistance in understanding their health information technology (HIT) needs, selecting an appropriate system, and effective use of the system; and offering online continuing medical education (CME) courses on HIT and electronic medical records (EHR) related topics to physicians and other clinical practitioners. Effective July 1, 2009.

| 1 | AN ACT concerning public aid.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 5. The Illinois Public Aid Code is amended by | ||||||||||||||||||||||||
| 5 | adding Section 5-27 as follows:
| ||||||||||||||||||||||||
| 6 | (305 ILCS 5/5-27 new) | ||||||||||||||||||||||||
| 7 | Sec. 5-27. Health Information Technology Resource and | ||||||||||||||||||||||||
| 8 | Support Center Initiative. The Department of Healthcare and | ||||||||||||||||||||||||
| 9 | Family Services is authorized to make grants to a statewide | ||||||||||||||||||||||||
| 10 | Health Information Technology Resource and Support Center | ||||||||||||||||||||||||
| 11 | which will do the following: | ||||||||||||||||||||||||
| 12 | (1) Provide services on a statewide basis with a focus | ||||||||||||||||||||||||
| 13 | in rural and disparity areas of the State. | ||||||||||||||||||||||||
| 14 | (2) Be an on-site, telephonic, and web-based facility. | ||||||||||||||||||||||||
| 15 | (3) Provide medical practitioners, office managers, | ||||||||||||||||||||||||
| 16 | and healthcare support staff with information and | ||||||||||||||||||||||||
| 17 | assistance in understanding their health information | ||||||||||||||||||||||||
| 18 | technology (HIT) needs, selecting an appropriate system, | ||||||||||||||||||||||||
| 19 | and effective use of the system. No vendors shall be | ||||||||||||||||||||||||
| 20 | endorsed. | ||||||||||||||||||||||||
| 21 | (4) Link Illinois practitioners with national | ||||||||||||||||||||||||
| 22 | initiatives promoting the use of HIT. | ||||||||||||||||||||||||
| 23 | (5) Provide education regarding the security, privacy, | ||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | use, and benefits of HIT to patients, families, caregivers, | ||||||
| 2 | and the general public. | ||||||
| 3 | (6) Collaborate with other stakeholders to develop and | ||||||
| 4 | promote standard messaging using language and | ||||||
| 5 | literacy-appropriate materials to educate consumers. | ||||||
| 6 | (7) Offer online continuing medical education (CME) | ||||||
| 7 | courses on HIT and electronic medical records (EHR) related | ||||||
| 8 | topics to physicians and other clinical practitioners. | ||||||
| 9 | (8) Work closely with the Department regarding the | ||||||
| 10 | services provided to ensure accurate, efficient, and | ||||||
| 11 | coordinated effort in order to assist in the expansion of | ||||||
| 12 | health information technology.

| 13 | Section 99. Effective date. This Act takes effect July 1, | ||||||
| 14 | 2009.
