| 1 | AMENDMENT TO SENATE BILL 1134
| ||||||
| 2 | AMENDMENT NO. ______. Amend Senate Bill 1134 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 1. Short title. This Act may be cited as the Task | ||||||
| 5 | Force on Social Innovation, Entrepreneurship, and Enterprise | ||||||
| 6 | Act.
| ||||||
| 7 | Section 5. Findings. The General Assembly hereby finds as | ||||||
| 8 | follows: | ||||||
| 9 | (1) Citizens are urgently seeking solutions to social | ||||||
| 10 | issues, such as education, health care, unemployment, and | ||||||
| 11 | poverty, which continue to plague Illinois at alarming rates. | ||||||
| 12 | (2) The establishment of a Task Force on Social Innovation, | ||||||
| 13 | Entrepreneurship, and Enterprise will ensure that Illinois | ||||||
| 14 | stays on the cutting edge of finding innovative and sustainable | ||||||
| 15 | solutions to these social issues and encourages nonprofits, | ||||||
| 16 | government, and the private sector to partner on effective | ||||||
| |||||||
| |||||||
| 1 | solutions and bring funds to Illinois to support these efforts.
| ||||||
| 2 | Section 10. Definitions. | ||||||
| 3 | "Task Force" means the task force established under this | ||||||
| 4 | Act to research and establish a plan for social innovation, | ||||||
| 5 | entrepreneurship, and enterprise. | ||||||
| 6 | "Nonprofit organization" means an organization that is | ||||||
| 7 | described in section 501(c)(3) of the Internal Revenue Code of | ||||||
| 8 | 1986 and is exempt from taxation under section 501(a) of that | ||||||
| 9 | Code, including religious organizations and philanthropic | ||||||
| 10 | organizations that meet such requirements. | ||||||
| 11 | "Social innovation" means the multi-disciplinary field | ||||||
| 12 | that contains the practices of social entrepreneurship, social | ||||||
| 13 | enterprise, and cross-sector collaboration. "Social | ||||||
| 14 | innovation" also means, in accordance with language adopted by | ||||||
| 15 | the Social Innovation Fund, administered by the Corporation for | ||||||
| 16 | National and Community Service, social innovation is the | ||||||
| 17 | development and eventual scaling of promising and potentially | ||||||
| 18 | transformative community-based approaches that solve critical | ||||||
| 19 | problems. An approach is "transformative" if it not only | ||||||
| 20 | produces strong impact, but also (i) has the potential to | ||||||
| 21 | address how the same challenge is addressed in other | ||||||
| 22 | communities, (ii) concurrently addresses more than one | ||||||
| 23 | critical community challenge, or (iii) produces significant | ||||||
| 24 | cost savings through gains in efficiency. | ||||||
| 25 | "Social entrepreneurship" means the work of social | ||||||
| |||||||
| |||||||
| 1 | entrepreneurs, individuals who recognize a social problem and | ||||||
| 2 | use entrepreneurial principles to organize, create, and manage | ||||||
| 3 | a venture to achieve social change. | ||||||
| 4 | "Social enterprise" means nonprofit and social mission | ||||||
| 5 | businesses using earned revenue strategies to directly address | ||||||
| 6 | social needs through goods and services, by employing people | ||||||
| 7 | who are disabled or disadvantaged, or both.
| ||||||
| 8 | Section 15. Task Force on Social Innovation, | ||||||
| 9 | Entrepreneurship and Enterprise. The Task Force on Social | ||||||
| 10 | Innovation, Entrepreneurship, and Enterprise is hereby | ||||||
| 11 | created. | ||||||
| 12 | The Governor shall appoint a task force to make | ||||||
| 13 | recommendations on how to strengthen the capacity of Illinois | ||||||
| 14 | to work cooperatively to create, scale, and sustain innovative | ||||||
| 15 | social programs; build the capacity of nonprofit organizations | ||||||
| 16 | and government to pursue entrepreneurial ventures; and attract | ||||||
| 17 | funding to Illinois to support these ventures. The Governor | ||||||
| 18 | shall assign staff to assist the task force. | ||||||
| 19 | Members appointed to the task force must represent the | ||||||
| 20 | diversity of Illinois and shall include: | ||||||
| 21 | (1) two executives of nonprofit organizations that | ||||||
| 22 | operate at least one social enterprise; | ||||||
| 23 | (2) one representative from a statewide or regional | ||||||
| 24 | nonprofit management support organization; | ||||||
| 25 | (3) one university representative who has an | ||||||
| |||||||
| |||||||
| 1 | established track record in social entrepreneurship or | ||||||
| 2 | tracking the economic impact of social sector issues; | ||||||
| 3 | (4) The Secretary of Human Services, or his or her | ||||||
| 4 | designee; | ||||||
| 5 | (5) The Director of Children and Family Services, or | ||||||
| 6 | his or her designee; | ||||||
| 7 | (6) two representatives from the private sector whose | ||||||
| 8 | companies have a strong commitment to the community and | ||||||
| 9 | have a track record of support for social entrepreneurship; | ||||||
| 10 | (7) one representative from a foundation or venture | ||||||
| 11 | philanthropies which have an established track record in | ||||||
| 12 | funding social entrepreneurs; and | ||||||
| 13 | (8) other individuals who have expertise that would be | ||||||
| 14 | valuable to the task force. | ||||||
| 15 | The Governor shall appoint a Chairman. The Chairman will | ||||||
| 16 | set meeting dates for the task force. | ||||||
| 17 | The Task Force shall advise the General Assembly, the | ||||||
| 18 | Governor, and agency heads and have the following duties: | ||||||
| 19 | (1) to gather information on social innovation, | ||||||
| 20 | entrepreneurship, and social enterprise; | ||||||
| 21 | (2) to develop a purchasing director of social | ||||||
| 22 | enterprises within the State that can be supported by | ||||||
| 23 | citizens, businesses, and government; | ||||||
| 24 | (3) to receive and consider reports and testimony from | ||||||
| 25 | individuals, government departments, community-based | ||||||
| 26 | organizations, nonprofit organizations, faith-based | ||||||
| |||||||
| |||||||
| 1 | organizations, foundations, and other public and private | ||||||
| 2 | organizations statewide and of national significance about | ||||||
| 3 | how social innovation and entrepreneurship can accelerate | ||||||
| 4 | progress on social issues, work cross-sector, and advance | ||||||
| 5 | social and economic development goals; | ||||||
| 6 | (4) to identify promising strategies that have been | ||||||
| 7 | used in other communities and states to support, scale, and | ||||||
| 8 | sustain innovative social projects; | ||||||
| 9 | (5) to identify promising strategies that have been | ||||||
| 10 | used in other communities and states to encourage | ||||||
| 11 | cross-sector collaboration on social issues; | ||||||
| 12 | (6) to identify promising strategies to educate and | ||||||
| 13 | train citizens, nonprofit organizations, governments, | ||||||
| 14 | students, and businesses on entrepreneurial concepts as | ||||||
| 15 | applied in the social sector; | ||||||
| 16 | (7) to complete a statewide comprehensive strategic | ||||||
| 17 | plan to the general public, State and local officials, | ||||||
| 18 | various public and private organizations and associations, | ||||||
| 19 | businesses and industries, agencies, potential funders, | ||||||
| 20 | and other community resources. | ||||||
| 21 | The Task Force shall submit a preliminary report to the | ||||||
| 22 | General Assembly and the Governor within 6 months of its first | ||||||
| 23 | meeting, within 1 year of its first meeting, and a final report | ||||||
| 24 | within 2 years of its first meeting. The reports shall address | ||||||
| 25 | the plans, actions, and resources needed to achieve its goals | ||||||
| 26 | and progress as identified in the Plan. The reports shall | ||||||
| |||||||
| |||||||
| 1 | include an accounting of funds expended, funds received from | ||||||
| 2 | grants, and anticipated funding needs and related cost saving | ||||||
| 3 | for full implementation of recommended plans and programs.
| ||||||
| 4 | Section 99. Effective date. This Act takes effect upon | ||||||
| 5 | becoming law.".
