AN ACT concerning finance.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The State Finance Act is amended by changing
Section 8.8 as follows:
(30 ILCS 105/8.8) (from Ch. 127, par. 144.8)
Sec. 8.8. Appropriations for the improvement, development,
addition or expansion of services for the care, treatment, and
training of persons who are intellectually disabled or subject
to involuntary admission under the Mental Health and
Developmental Disabilities Code or for the financing of any
program designed to provide such improvement, development,
addition or expansion of services or for expenses associated
with providing services to other units of government under
Section 5-107.2 of the Mental Health and Developmental
Disabilities Code incurred in administering the provisions of
Sections 5-105 to 5-115, inclusive, of the Mental Health and
Developmental Disabilities Code, or other ordinary and
contingent expenses of the Department of Human Services
relating to mental health and developmental disabilities, are
payable from the Mental Health Fund. However, no expenditures
shall be made for the purchase, construction, lease, or rental
of buildings for use as State-operated mental health or
