Bill Title: Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Provides that, with respect to public university audits made by the Auditor General, a board of trustees shall reduce the base salary of the president of the university by 10% for each significant finding in an audit report that is not resolved within one year after receiving the final audit report. Provides that, with respect to community college audits made by an auditor, a board of trustees shall reduce the base salary of the president or chief executive officer of the community college by 10% for each significant finding in an audit report that is not resolved within one year after receiving the final audit report.

Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The University of Illinois Act is amended by
changing Section 70 as follows:
(110 ILCS 305/70)
Sec. 70. Administrator and faculty salary and benefits;
report; reduction.
(a) The Board of Trustees shall report to the Board of
Higher Education, on or before July 1 of each year, the base
salary and benefits of the president of the university and all
administrators, faculty members, and instructors employed by
the university. For the purposes of this Section, "benefits"
includes without limitation vacation days, sick days, bonuses,
annuities, and retirement enhancements.
(b) With respect to audits made by the Auditor General, the
Board of Trustees shall reduce the base salary of the president
of the university by 10% for each significant finding in an
audit report that is not resolved within one year after
receiving the final audit report.

Section 50. The Public Community College Act is amended by
changing Section 3-29.8 as follows:

Sec. 3-29.8. Administrator and faculty salary and
benefits; report; reduction.
(a) Each board of trustees shall report to the Board of
Higher Education, on or before July 1 of each year, the base
salary and benefits of the president or chief executive officer
of the community college and all administrators, faculty
members, and instructors employed by the community college
district. For the purposes of this Section, "benefits" includes
without limitation vacation days, sick days, bonuses,
annuities, and retirement enhancements.
(b) With respect to audits made by an auditor under Section
3-22.1 of this Act, a board of trustees shall reduce the base
salary of the president or chief executive officer of the
community college by 10% for each significant finding in an
audit report that is not resolved within one year after
receiving the final audit report.
