Bill Title: Amends the Illinois Vehicle Code. Provides that a person operating a commercial motor vehicle with a gross weight of 10,001 or more pounds upon a highway of this State shall remove any ice and snow from the hood, roof, and sides of the vehicle that poses a threat to the safety of other persons or property on the highway during the operation of the vehicle. Exempts from this requirement a person operating a vehicle during a period of snow, sleet, or freezing rain if the period began and continued during the vehicle's operation; a person operating a vehicle when the vehicle is parked; a person operating an authorized emergency vehicle or highway maintenance vehicle; a person operating a State fleet vehicle while on official State business; or a person operating a school bus. Makes a violation a petty offense punishable by a fine of not more than $25 for the first offense and not more than $50 for a second or subsequent offense.

AN ACT concerning transportation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Vehicle Code is amended by adding
Section 11-1413.5 as follows:
(625 ILCS 5/11-1413.5 new)
Sec. 11-1413.5. Ice and snow removal from vehicle.
(a) A person operating a commercial motor vehicle with a
gross vehicle weight of 10,001 or more pounds upon a highway of
this State shall remove any ice and snow from the hood, roof,
and sides of the vehicle that poses a threat to the safety of
other persons or property on the highway during operation of
the vehicle.
(b) This Section shall not apply to:
(1) a person operating a vehicle during a period of
snow, sleet, or freezing rain if the period began and
continued during the vehicle operation;
(2) a person operating a vehicle when the vehicle is
parked;
(3) a person operating an authorized emergency vehicle
or a highway maintenance vehicle;
(4) a person operating a State fleet vehicle while on
official State business; or

(5) a person operating a school bus.
(c) A person who violates this Section shall be guilty of a
petty offense and shall be fined not more than $25 for a first
offense and not more than $50 for a second or subsequent
offense.
