1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois State University Law is amended by
5changing Section 20-15 as follows:
6 (110 ILCS 675/20-15)
7 Sec. 20-15. Membership; terms; vacancies. The Board shall
8consist of 9 7 voting members appointed by the Governor, by and
9with the advice and consent of the Senate, and one voting
10member who is a student at Illinois State University. The
11student member shall be chosen by a campus-wide student
12election. The student member shall serve a term of one year
13beginning on July 1 of each year, except that the student
14member initially selected shall serve a term beginning on the
15date of his or her selection and expiring on the next
16succeeding June 30. To be eligible to remain as a student
17member of the Board, the student member must be a resident of
18this State, must have and maintain a grade point average that
19is equivalent to at least 2.5 on a 4.0 scale, and must be a full
20time student enrolled at all times during his or her term of
21office except for that part of the term which follows the
22completion of the last full regular semester of an academic
23year and precedes the first full regular semester of the

1succeeding academic year at the university (sometimes commonly
2referred to as the summer session or summer school). If a
3student member serving on the Board fails to continue to meet
4or maintain the residency, minimum grade point average, or
5enrollment requirement established by this Section, his or her
6membership on the Board shall be deemed to have terminated by
7operation of law. Of the members first appointed by the
8Governor, 4 shall be appointed for terms to expire on the third
9Monday in January, 1999, and 3 shall be appointed for terms to
10expire on the third Monday in January, 2001. One of the
11additional members appointed by the Governor, by and with the
12advice and consent of the Senate, under this amendatory Act of
13the 98th General Assembly, shall be appointed for a term to
14expire on the third Monday in January, 2017 and the other
15additional member appointed by the Governor, by and with the
16advice and consent of the Senate, under this amendatory Act of
17the 98th General Assembly, shall be appointed for a term to
18expire on the third Monday in January, 2019. If the Senate is
19not in session on the effective date of this Article, or if a
20vacancy in an appointive membership occurs at a time when the
21Senate is not in session, the Governor shall make temporary
22appointments until the next meeting of the Senate when he shall
23nominate persons to fill such memberships for the remainder of
24their respective terms. No more than 5 4 of the members
25appointed by the Governor shall be affiliated with the same
26political party. Each member appointed by the Governor must be

1a resident of this State. A failure to meet or maintain this
2residency requirement constitutes a resignation from and
3creates a vacancy in the Board. Upon the expiration of the
4terms of members appointed by the Governor, their respective
5successors shall be appointed for terms of 6 years from the
6third Monday in January of each odd-numbered year. Any members
7appointed to the Board shall continue to serve in such capacity
8until their successors are appointed and qualified.
