HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Pamela K. Church, Chief of
4Police for the Western Springs Police Department, on the
5occasion of her retirement; and
6 WHEREAS, Chief Church was appointed the Director of Law
7Enforcement Services for the Village of Western Springs in
8November of 2005; she started her career in law enforcement in
91983 as a patrol officer for the Downers Grove Police
10Department; for over six years prior to that, she was a
11physical education teacher and a coach for Decatur Public
12Schools; and
13 WHEREAS, Chief Church held various positions in the Downers
14Grove Police Department, including Police Counselor, Sergeant,
15Lieutenant, Accreditation Manager, and Deputy Chief; during
16her law enforcement career, she helped establish the
17award-winning community oriented policing program for the
18Village of Downers Grove; she also served as the Injury
19Prevention Team Leader for the Partnerships for Healthier
20Communities, which was a county-wide multi-agency task force;
21she is a past recipient of the Family Shelter Service Public
22Safety Award and the Chief's Award; and

1 WHEREAS, Chief Church is the past President of the Advisory
2Board of Directors for North East Multi-Regional Training, Inc.
3and continues to serve on the Board; she currently serves on
4the Executive Board of the Western Suburban Chiefs of Police
5Association, the Greater Cook County Council of Police Chiefs,
6Northern Illinois Police Alarm System (NIPAS), and the Illinois
7Association of Chiefs of Police; she serves as the Chair of the
8Police Psychological Services Committee for the Illinois
9Association of Chiefs of Police; she is a member of the South
10Suburban Association of Chiefs of Police, the DuPage County
11Chiefs of Police Association, and the International
12Association of Chiefs of Police; she is a certified Police
13Chief through the Illinois Association of Chiefs of Police; and
14 WHEREAS, Chief Church received the Outstanding Alumni
15Award from the Decatur Public Schools Education Foundation in
162006; she was also the recipient of the Illinois State Bar
17Association Law Enforcement Award in 2009; she was named Chief
18of the Year for the Illinois Crime Prevention Association in
192011 and was the 2012 recipient of the Award of Excellence in
20Police Administration from the Illinois State Crime Commission
21Police Athletic League; and
22 WHEREAS, Chief Church has a Bachelor of Science in Physical
23Education from Eastern Illinois University and a master's
24degree in criminal social justice from Lewis University; she

1also graduated from the Northwestern University Center for
2Public Safety, School of Police Staff and Command; therefore,

4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6congratulate Pamela K. Church, Chief of Police for the Western
7Springs Police Department, on her retirement, and we wish her
8the best in all her future endeavors; and be it further
9 RESOLVED, That a suitable copy of this resolution be
10presented to Chief Church as an expression of our esteem and
11respect.
