2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Pamela K. Church, Chief of | ||||||
4 | Police for the Western Springs Police Department, on the | ||||||
5 | occasion of her retirement; and
| ||||||
6 | WHEREAS, Chief Church was appointed the Director of Law | ||||||
7 | Enforcement
Services for the Village of Western Springs in | ||||||
8 | November of 2005; she started her career in law enforcement in | ||||||
9 | 1983 as a patrol officer for the
Downers Grove Police | ||||||
10 | Department; for over six years
prior to that, she was a | ||||||
11 | physical
education teacher and a coach for Decatur Public | ||||||
12 | Schools; and
| ||||||
13 | WHEREAS, Chief Church held various positions in the Downers | ||||||
14 | Grove Police Department,
including Police Counselor, Sergeant, | ||||||
15 | Lieutenant, Accreditation Manager, and Deputy
Chief; during | ||||||
16 | her law enforcement career, she helped establish the
| ||||||
17 | award-winning community oriented policing program for the | ||||||
18 | Village of Downers Grove; she also served as the Injury | ||||||
19 | Prevention Team Leader for the Partnerships for
Healthier | ||||||
20 | Communities, which was a county-wide multi-agency task force; | ||||||
21 | she is a past recipient of the Family Shelter Service Public | ||||||
22 | Safety Award and the
Chief's Award; and

1 | WHEREAS, Chief Church is the past President of the
Advisory | ||||||
2 | Board of Directors for North East Multi-Regional Training, Inc. | ||||||
3 | and
continues to serve on the Board; she currently serves on | ||||||
4 | the Executive Board of the
Western Suburban Chiefs of Police | ||||||
5 | Association, the Greater Cook County Council of
Police Chiefs, | ||||||
6 | Northern Illinois Police Alarm System (NIPAS), and the Illinois
| ||||||
7 | Association of Chiefs of Police; she serves as the Chair of the | ||||||
8 | Police
Psychological Services Committee for the Illinois | ||||||
9 | Association of Chiefs of Police; she is
a member of the South | ||||||
10 | Suburban Association of Chiefs of Police, the DuPage County
| ||||||
11 | Chiefs of Police Association, and the International | ||||||
12 | Association of Chiefs of Police; she is a certified Police | ||||||
13 | Chief through the Illinois Association of Chiefs
of Police; and

14 | WHEREAS, Chief Church received the Outstanding Alumni | ||||||
15 | Award from the Decatur
Public Schools Education Foundation in | ||||||
16 | 2006; she was also the recipient of the Illinois
State Bar | ||||||
17 | Association Law Enforcement Award in 2009; she was named Chief | ||||||
18 | of the Year for the Illinois Crime Prevention Association in | ||||||
19 | 2011 and was the 2012 recipient
of the Award of Excellence in | ||||||
20 | Police Administration from the Illinois State Crime
Commission | ||||||
21 | Police Athletic League; and
| ||||||
22 | WHEREAS, Chief Church has a Bachelor of Science in Physical
| ||||||
23 | Education from Eastern Illinois University and a master's | ||||||
24 | degree in criminal
social justice from Lewis University; she |

1 | also graduated from the Northwestern
University Center for | ||||||
2 | Public Safety, School of Police Staff and Command; therefore, | ||||||
3 | be it

4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate Pamela K. Church, Chief of Police for the Western | ||||||
7 | Springs Police Department, on her retirement, and we wish her | ||||||
8 | the best in all her future endeavors; and be it further
| ||||||
9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Chief Church as an expression of our esteem and | ||||||
11 | respect.
