| ||||||
2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Alice | ||||||
4 | Martin, who passed away at the age of 75; and
| ||||||
5 | WHEREAS, Alice Martin was a 1960 graduate of Alton High | ||||||
6 | School; she attended classes on the Alton campus of Southern | ||||||
7 | Illinois University Edwardsville; and
| ||||||
8 | WHEREAS, Alice Martin worked for the Illinois Department of | ||||||
9 | Public Health at the Alton Mental Health Center's Department of | ||||||
10 | Human Services Mental Health Division activity department for | ||||||
11 | 25 years; she retired as a mental health technician after many | ||||||
12 | years of service; and
| ||||||
13 | WHEREAS, Alice Martin served as the Ward 4 Alton city | ||||||
14 | alderwoman for 10 years; she was appointed to the seat on March | ||||||
15 | 22, 2006 after the resignation of Alderman Fred Young; she was | ||||||
16 | the first alderwoman to serve on the Alton City Council since | ||||||
17 | April of 1987 and stressed she wanted to be addressed as an | ||||||
18 | "alderwoman" not "alderman"; after serving the remaining three | ||||||
19 | years left in the unexpired term, she won a four-year term in | ||||||
20 | 2009 and was re-elected in 2013; and

21 | WHEREAS, As an alderwoman, Alice Martin was dedicated to |

| |||||||
1 | the inner-city ward, working to fix sidewalks, streets, parks, | ||||||
2 | and other aged infrastructure and on other quality of life | ||||||
3 | measures, including crime and racial issues; she helped | ||||||
4 | institute a ban on dogs in Hellrung Park and James H. Killion | ||||||
5 | Park at Salu for safety reasons; and
| ||||||
6 | WHEREAS, Alice Martin was a longtime Democratic Precinct | ||||||
7 | Committeewoman and was active in the Alton Exposition | ||||||
8 | Commission; she remained active in the Coalition of Concerned | ||||||
9 | Citizens and worked at events with her husband to register | ||||||
10 | voters; she also attended neighborhood meetings, Coffee with a | ||||||
11 | Cop, and neighborhood watch groups to build up her community | ||||||
12 | and reduce crime; and
| ||||||
13 | WHEREAS, Alice Martin served as president of AFSCME Local | ||||||
14 | 124; she was also a member of the Illinois Association of | ||||||
15 | Minorities in Government, the Illinois Democratic Women, and | ||||||
16 | the Southern Illinois Democratic Women Network; and
| ||||||
17 | WHEREAS, Alice Martin was preceded in death by two | ||||||
18 | children; and
| ||||||
19 | WHEREAS, Alice Martin is survived by her husband, Doug Sr.; | ||||||
20 | her son, Jon; and a grandson; therefore, be it
| ||||||
21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

1 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
2 | we, along with her family and friends, mourn the passing of | ||||||
3 | Alice Martin; and be it further
| ||||||
4 | RESOLVED, That a suitable copy of this resolution be | ||||||
5 | presented to the family of Alice Martin as an expression of our | ||||||
6 | sympathy.
