2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Illinois State | ||||||
4 | Representative Kay Hatcher of Yorkville on her distinguished | ||||||
5 | service to the people of the State of Illinois; and
| ||||||
6 | WHEREAS, Representative Hatcher has been a member of the | ||||||
7 | Illinois House of Representatives since 2009 and has served | ||||||
8 | this body with honor and distinction; and
| ||||||
9 | WHEREAS, Representative Hatcher began her career in public | ||||||
10 | service in 1985 by winning election to the Oswego School Board, | ||||||
11 | where she served until 1991; and
| ||||||
12 | WHEREAS, Representative Hatcher was subsequently appointed | ||||||
13 | to the Kendall County Board in 1991, winning election in her | ||||||
14 | own right in 1992; and
| ||||||
15 | WHEREAS, After retiring from the Kendall County Board in | ||||||
16 | 1996, Representative Hatcher was re-elected to the Board in | ||||||
17 | 2002; she also served as President of the Kendall County Forest | ||||||
18 | Preserve District until 2008; and
| ||||||
19 | WHEREAS, Representative Hatcher won a majority of the vote | ||||||
20 | in a 4-way primary in March of 2008 for the open 50th |

1 | Representative District seat, vacated by retiring State | ||||||
2 | Representative Patricia Reid Lindner; she went on to win the | ||||||
3 | General Election in November of 2008 serving portions of Kane, | ||||||
4 | Kendall, and LaSalle Counties; and

5 | WHEREAS, During the 98th General Assembly, Representative | ||||||
6 | Hatcher served as Republican Spokesperson on the Human | ||||||
7 | Services, Transportation: Vehicles and Safety, and Tourism & | ||||||
8 | Conventions Committees; she also served on the | ||||||
9 | Appropriations-General Services, Public Utilities, Veterans' | ||||||
10 | Affairs, Health Care Availability and Accessibility, | ||||||
11 | Transportation: License Plates, and Transportation: Signs | ||||||
12 | Committees; and
| ||||||
13 | WHEREAS, Representative Hatcher has been a trailblazer | ||||||
14 | among and leader of Illinois Republican women; she was an | ||||||
15 | Illinois Lincoln Series Fellow with the Class of 1999, State | ||||||
16 | President of the Illinois Federation of Republican Women from | ||||||
17 | 2004 to 2005, a former board member of the National Federation | ||||||
18 | of Republican Women, Governor of the Illinois Lincoln Series | ||||||
19 | Board from 2006 to 2008, and Precinct Committeewoman in Kendall | ||||||
20 | Township from 1996 to 2008; and

21 | WHEREAS, A lifelong Illinois resident, Representative | ||||||
22 | Hatcher has also long managed her family's farm in central | ||||||
23 | Illinois; and

1 | WHEREAS, Representative Hatcher received corporate | ||||||
2 | communications training at Boston College's Carroll School of | ||||||
3 | Management; and
| ||||||
4 | WHEREAS, Representative Hatcher is married to Steve | ||||||
5 | Hatcher, a United States Army veteran and former executive | ||||||
6 | director of the Aurora Chamber of Commerce and Oswego Chamber | ||||||
7 | of Commerce; and
| ||||||
8 | WHEREAS, Representative Hatcher and her husband are the | ||||||
9 | proud parents of 4 children, Beth, Bonnie, Jennifer, and Curt; | ||||||
10 | together, they have welcomed 6 beautiful grandchildren; and
| ||||||
11 | WHEREAS, Representative Hatcher has been noted for leading | ||||||
12 | the effort to respect fallen United States service members and | ||||||
13 | their families by sponsoring and passing a new law in 2011 to | ||||||
14 | expand Illinois' "Let Them Rest in Peace Act", strengthening | ||||||
15 | restrictions on protests at military funerals to protect the | ||||||
16 | privacy of grieving families; and

17 | WHEREAS, Representative Hatcher has made immeasurable | ||||||
18 | contributions to the public good through her extensive civic | ||||||
19 | and volunteer involvement, including past service as Greater | ||||||
20 | Aurora Chamber of Commerce Government Relations Chair, | ||||||
21 | membership on the River Valley Workforce Investment Board, the |

2 | Conservation Foundation Leadership Board, the Valley | ||||||
3 | Industrial Association Board, the Naperville Development | ||||||

5 | Industry Board, the United Way of Aurora Board, the St. Charles | ||||||
6 | United Way Board, the Three Fires Boy Scout Board, the | ||||||
7 | Paramount Arts Council Endowment Board, the Court Appointed | ||||||
8 | Special Advocate Board, the DuPage Girl Scout Board, the Fox | ||||||
9 | Valley Symphony Board, the Community Counseling Board, and the | ||||||
10 | Family Counseling Board, among many others; she was also | ||||||
11 | President of the Boulder Hill Civic Association, President of | ||||||
12 | the Kendall County Crime Stoppers, a member and Legislative | ||||||
13 | Chairman of the Naperville Chamber of Commerce Board, President | ||||||
14 | of the DuKane Valley Council Board, and Rotary President; and
| ||||||
15 | WHEREAS, Representative Hatcher enjoyed a successful | ||||||
16 | career in the private sector as Community Affairs Director for | ||||||
17 | Illinois Bell in the non-profit sector as Senior Marketing | ||||||
18 | Director for Senior Services Associates, Inc.; and
| ||||||
19 | WHEREAS, Representative Hatcher has been honored by | ||||||
20 | numerous organizations in recognition of her outstanding | ||||||
21 | service in the General Assembly, including the Illinois Farm | ||||||
22 | Bureau ACTIVATOR Friend of Agriculture Award and Legislator of | ||||||
23 | the Year from the Metro West Council of Government, among | ||||||
24 | others; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
3 | we congratulate Representative Kay Hatcher on her retirement | ||||||
4 | from the General Assembly and wish her all the best in her | ||||||
5 | future endeavors; and be it further

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to Representative Hatcher as an expression of our | ||||||
