2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to honor our friend and colleague, | ||||||
4 | Illinois State Representative Jil Tracy, for her many years of | ||||||
5 | dedicated service to the people of the State of Illinois; and
| ||||||
6 | WHEREAS, Representative Tracy is a loving wife to her | ||||||
7 | husband Jim Tracy and a mother to 4 beautiful children, Rob, | ||||||
8 | Ben, Mark, and Kelsey Tracy; and
| ||||||
9 | WHEREAS, Representative Tracy received her undergraduate | ||||||
10 | degree from Southern Illinois University and graduated from the | ||||||
11 | Southern Illinois University School of Law in 1979; she | ||||||
12 | practiced law in the Mt. Sterling area for 17 years; and
| ||||||
13 | WHEREAS, Representative Tracy was a founding Board Member | ||||||
14 | of the Brown County United Way and served on the Mt. Sterling | ||||||
15 | Park District Board; she also served on the John Wood Community | ||||||
16 | College Foundation Board, the Make-A-Wish Regional Council, | ||||||
17 | and the Quincy Branch Alzheimer Association Advisory Board; she | ||||||
18 | helped found and build the Joel Oliver Memorial Pool, and was a | ||||||
19 | founding Board Member of the Tracy Family Foundation; she also | ||||||
20 | helped develop the Mt. Sterling Community Center and the YMCA; | ||||||

1 | WHEREAS, Representative Tracy was appointed by Attorney | ||||||
2 | General Jim Ryan in 1997 to serve as an Illinois Assistant | ||||||
3 | Attorney General and the Director of the Attorney General's | ||||||
4 | West Central Regional Office; she continued in that office | ||||||
5 | under Attorney General Lisa Madigan until 2004; and
| ||||||
6 | WHEREAS, Representative Tracy was appointed in 2006 to | ||||||
7 | serve the remainder of former Rep. Art Tenhouse's term, and she | ||||||
8 | was re-elected in the 2006, 2008, 2010, and 2012 general | ||||||
9 | elections; and
| ||||||
10 | WHEREAS, Representative Tracy is one of the 6 members of | ||||||
11 | the Legislative Ethics Commission, and she was one of the 21 | ||||||
12 | House members selected to serve on the Investigative | ||||||
13 | Impeachment Committee that found reason to impeach Governor Rod | ||||||
14 | Blagojevich in December of 2008; she is the outgoing Co-Chair | ||||||
15 | of the Illinois Conference of Women Legislators; and

16 | WHEREAS, Representative Tracy has received many awards and | ||||||
17 | recognition for her hard work and dedicated service throughout | ||||||
18 | her legislative career including the 2013 Women of Influence | ||||||
19 | Award, the Illinois Chamber of Commerce Award, the American Red | ||||||
20 | Cross Award, the Legislative Achievement Award in 2011, the | ||||||
21 | Illinois Farm Bureau Activator Friend of Agriculture Award in | ||||||
22 | 2008 and 2010, the YMCA 2011 Legislative Hero Award, the | ||||||
23 | Honorary Cooperator Award of the Soil and Water Conservation |

1 | District for Adams, Brown, Cass, Hancock, Pike, Schuyler, and | ||||||
2 | Scott Counties; she was a 3-time recipient of the Legislator of | ||||||
3 | the year Award, a 2-time recipient of the Mutual Aid Box Alarm | ||||||
4 | System Award, and twice received the Champion of Freedom Award; | ||||||
5 | she was recognized by Ducks Unlimited, the Mississippi Valley | ||||||
6 | Hunters and Fisherman Association, the Life Services Network, | ||||||
7 | the Village of Payson, the Orr Research Center, John Wood | ||||||
8 | Community College, and the Cathedral of Worship; she was | ||||||
9 | selected as the Illinois Bankers Association 2012 Outstanding | ||||||
10 | Legislator of the Year and the Illinois Optometric Association | ||||||
11 | Legislator of the year in 2008; therefore, be it

12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
13 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
14 | we congratulate our friend and colleague, State Representative | ||||||
15 | Jil Tracy, on her retirement from the Illinois of House of | ||||||
16 | Representatives and wish her the best in her future endeavors; | ||||||
17 | and be it further

18 | RESOLVED, That a suitable copy of this resolution be | ||||||
19 | presented to Representative Jil Tracy as a symbol of our | ||||||
20 | respect and esteem.
