2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate State Representative | ||||||
4 | Harry "Randy" Ramey on his service and accomplishments in the | ||||||
5 | General Assembly; and
| ||||||
6 | WHEREAS, Representative Ramey has been a resident of DuPage | ||||||
7 | County for 35 years and Carol Stream for the last 23 years; and
| ||||||
8 | WHEREAS, Representative Ramey's commitment to public | ||||||
9 | service and politics began in the 1980's while serving in Youth | ||||||
10 | in Government at York Community High School and as an election | ||||||
11 | judge for York Township; he also was an active member of the | ||||||
12 | Young Republicans and College Students for Ronald Reagan at the | ||||||
13 | University of Illinois; and
| ||||||
14 | WHEREAS, Representative Ramey received his bachelor of | ||||||
15 | science in restaurant management from the University of | ||||||
16 | Illinois at Urbana-Champaign in 1985; and
| ||||||
17 | WHEREAS, Prior to his distinguished career in public | ||||||
18 | service, Representative Ramey used his academic and managerial | ||||||
19 | training to succeed in the food service industry; and
| ||||||
20 | WHEREAS, Representative Ramey worked for the Illinois |

| |||||||
1 | Secretary of State in the Department of Senior and Community | ||||||
2 | Services as an Outreach Representative between the years of | ||||||
3 | 1992 and 2005; and
| ||||||
4 | WHEREAS, As a resident of Carol Stream, Representative | ||||||
5 | Ramey served as a committeeman of the Wayne Township Republican | ||||||
6 | Organization in 1993, vice-chairman in 2000, and chairman in | ||||||
7 | 2004, 2010, and 2012; he was also elected to serve as the | ||||||
8 | chairman of the DuPage County Republican Party in 2011; and
| ||||||
9 | WHEREAS, Representative Ramey began his career in public | ||||||
10 | service with his election in 1999 as trustee to Wayne Township; | ||||||
11 | and
| ||||||
12 | WHEREAS, Representative Ramey was first appointed to the | ||||||
13 | 55th House District seat in 2005 when former State | ||||||
14 | Representative John Millner was appointed to the 28th State | ||||||
15 | Senate District; and
| ||||||
16 | WHEREAS, Representative Ramey is known in the General | ||||||
17 | Assembly as a proud fiscal conservative who has consistently | ||||||
18 | opposed higher taxation, such as the 67% state income tax hike, | ||||||
19 | and has opposed budgets that relied on borrowing and tax and | ||||||
20 | fee increases; and
| ||||||
21 | WHEREAS, Representative Ramey will be remembered for his |

1 | outstanding record of support for Illinois teachers and his | ||||||
2 | efforts to create a balanced budget, pro-growth business | ||||||
3 | climate, and lower state taxes and fees; and
| ||||||
4 | WHEREAS, Representative Ramey is especially proud of his | ||||||
5 | leadership in negotiations between State and federal officials | ||||||
6 | to move forward the Kerr-McGee clean-up of West Chicago, | ||||||
7 | reforming the DuPage Water Commission, and successfully | ||||||
8 | passing Rapid Repat out of the House of Representatives with | ||||||
9 | bi-partisan support; and
| ||||||
10 | WHEREAS, Representative Ramey fought against non-residents | ||||||
11 | and non-citizens from receiving taxpayer based benefits; he | ||||||
12 | also saved taxpayers millions of dollars by working with the | ||||||
13 | Illinois Press Association to lower rates of mandated | ||||||
14 | government postings; and
| ||||||
15 | WHEREAS, Representative Ramey forged bi-partisan support | ||||||
16 | on legislation he sponsored or co-sponsored in the House of | ||||||
17 | Representatives including: tax credits to manufacturers to | ||||||
18 | create jobs, expansion of safe haven locations to drop off | ||||||
19 | newborn infants, the sunset of the DuPage Water Commission's | ||||||
20 | 1/4 cent water sales tax, promotion of victims' rights by | ||||||
21 | having defendants found not guilty of murder by insanity placed | ||||||
22 | in facilities far from family members of the murder victim, | ||||||
23 | making it harder for government to seize private property, |

1 | creation of a statewide murder registry, reduction of property | ||||||
2 | taxes for areas hit hard by foreclosures, preventing registered | ||||||
3 | sex offenders from logging onto social networking sites, | ||||||
4 | increasing benefits for war veterans, requiring income | ||||||
5 | verification to qualify for the state's free health care | ||||||
6 | programs, increasing eligibility for the Senior Citizens | ||||||
7 | Assessment Freeze Homestead Exemption, combating domestic | ||||||
8 | abuse and abuse of the elderly, demanding convicted sexual | ||||||
9 | predators to wear a GPS tracking device, and allowing citizens | ||||||
10 | to recall corrupt public officials; and
| ||||||
11 | WHEREAS, Representative Ramey was privileged to co-sponsor | ||||||
12 | 2 resolutions commending the World Champion St. Louis | ||||||
13 | Cardinals; and
| ||||||
14 | WHEREAS, Representative Ramey is a committed campaign | ||||||
15 | volunteer to the Republican party with notable services in the | ||||||
16 | election campaigns of Pate Phillip for Senate (1985-2004), | ||||||
17 | George Bush for President (1988 & 1992), Bob Dole for President | ||||||
18 | (1996), George W. Bush for President (2000), and as a delegate | ||||||
19 | for Wayne Township at the Illinois Republican Convention (2000, | ||||||
20 | 2004, 2008 & 2012); and
| ||||||
21 | WHEREAS, Representative Ramey proudly served as Master | ||||||
22 | Mason and 3rd Degree of the Elmhurst Masonic Lodge; he is also | ||||||
23 | a member of the Scottish Rite and Medinah Shrine Temple; and

1 | WHEREAS, Representative Ramey proudly served as a | ||||||
2 | volunteer for numerous civic organizations, including Wayne | ||||||
3 | Township General Assistance, Northern Illinois Food Bank, and | ||||||
4 | Heritage Lake School; and
| ||||||
5 | WHEREAS, Representative Ramey has served with distinction | ||||||
6 | as the Republican spokesperson for both the Counties & | ||||||
7 | Townships committee and the State Government Administration | ||||||
8 | committee; he has also served as a diligent committee member on | ||||||
9 | the Appropriations-General Service committee, Consumer | ||||||
10 | Protection committee, Telecommunications committee, Tourism & | ||||||
11 | Conventions committee, Special License Plate, and the Local | ||||||
12 | Government Administration Subcommittee; and
| ||||||
13 | WHEREAS, State Representative Ramey is the proud father of | ||||||
14 | 3 children, Alexandra, Christopher, and Zachary; therefore, be | ||||||
15 | it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
18 | we congratulate our friend and colleague, Representative Randy | ||||||
19 | Ramey, on his retirement from the Illinois House of | ||||||
20 | Representatives and wish him the best in his future endeavors; | ||||||
