HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate State Representative
4Richard Morthland for his service in the Illinois House; and
5 WHEREAS, Rep. Richard Morthland began serving in the
6Illinois House in 2011; he represents the 71st District, which
7includes portions of Rock Island, Whiteside, Carroll, and Henry
8counties; and
9 WHEREAS, Rep. Richard Morthland has been a relentless
10advocate for taxpayers and a champion of privacy rights for
11law-abiding gun owners in Illinois; he served on the following
12committees: Appropriations-Higher Education, Public Utilities,
13Cities & Villages, Counties & Townships, Adoption Reform,
14Higher Education, and Veterans' Affairs; and
15 WHEREAS, Rep. Richard Morthland served on the Rock Island
16County board, leading the opposition against pay raises for
17elected county board members while county employees were being
18laid off; he fought for transparency in county government,
19leading efforts to expose corruption, waste, and unethical
20activities; and
21 WHEREAS, Rep. Richard Morthland has had a career as an

1educator and family farmer; he received his bachelors degree
2from St. Ambrose University and is pursuing a second masters
3degree and has taught courses at Black Hawk College in Moline
4where he is currently a professor; and
5 WHEREAS, Rep. Richard Morthland is married to Betsey and is
6a father of 2 daughters; therefore, be it
7 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we congratulate Rep. Richard Morthland on his service in the
10Illinois House of Representatives and wish him much success in
11his future endeavors; and be it further
12 RESOLVED, That a suitable copy of this resolution be
13presented to Rep. Richard Morthland as an expression of our
14respect and esteem.
