| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Billie Jean Miller on the | ||||||
| 4 | occasion of her 80th birthday on June 23, 2016; and
| ||||||
| 5 | WHEREAS, Billie Jean Miller was born on June 23, 1936 in | ||||||
| 6 | Brooklyn; her parents were Nathanial O'Bannon, Sr. and Annie | ||||||
| 7 | Mae Walton O'Bannon; she married Henry Lee Miller, Sr. in 1954; | ||||||
| 8 | and
| ||||||
| 9 | WHEREAS, Billie Jean Miller has been a resident of | ||||||
| 10 | Centreville for over 50 years and has been a pillar of the | ||||||
| 11 | community of East St. Louis all of her adult life; she is the | ||||||
| 12 | owner of Billie's Pastries in East St. Louis, which has become | ||||||
| 13 | a community fixture and social gathering place to discuss | ||||||
| 14 | current events, exchange ideas, and address issues impacting | ||||||
| 15 | the City of East St. Louis; and
| ||||||
| 16 | WHEREAS, Billie Jean Miller and her husband founded | ||||||
| 17 | Billie's Pastries as an additional source of income, a source | ||||||
| 18 | of pride, a blueprint for entrepreneurial advancement, and as a | ||||||
| 19 | legacy to be passed on to their children and grandchildren; and
| ||||||
| 20 | WHEREAS, Billie Jean Miller has been the steadfast | ||||||
| 21 | matriarch and guiding force in the raising of her children, | ||||||

| 1 | Henry Lee Miller, Jr., Otis Miller, Tara Patree Foster, | ||||||
| 2 | Marchella Miller, Raynard Miller, Karen Clay, Chree Mimms, Gina | ||||||
| 3 | Jackson, and Marlon Miller, as well as her many grandchildren, | ||||||
| 4 | some of whom have assumed the responsibility of maintaining | ||||||
| 5 | Billie's Pastries; she is also the loving sister of Reverend | ||||||
| 6 | Eddie Lee O'Bannon, Sr., Russell O'Bannon, and Sarah Simms; and
| ||||||
| 7 | WHEREAS, Billie Jean Miller celebrated her 80th birthday on | ||||||
| 8 | July 30, 2016 at the Church of the Living God Crossroads | ||||||
| 9 | Community Center in Caseyville; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 11 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 12 | congratulate Billie Jean Miller on the occasion of her 80th | ||||||
| 13 | birthday and wish her many happy and healthy years to come; and | ||||||
