HOUSE RESOLUTION
2 WHEREAS, During the 97th General Assembly, the Department
3of Insurance was tasked pursuant to House Resolution 450 with
4(1) determining the impact a designed benefit plan that
5implements coinsurance for prescription medications has on
6individuals and employer health plans; (2) studying the
7availability of manufacturer discounts and assistance plans to
8individuals and employers for specialty-tier medications; (3)
9determining the percentage of small group and large group
10health plans in this State providing prescription drug benefits
11and identifying plan options used by employer health plans and
12individuals to assist them to contain the costs of their
13specialty drug benefits; and (4) identifying and evaluating
14options for reducing any negative impacts of cost sharing,
15coinsurance, and specialty-tier pricing; and
16 WHEREAS, Further work is needed on these issues; therefore,
17be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20the Department of Insurance's study of these issues is
21extended; and be it further
22 RESOLVED, That the Department of Insurance shall submit a

1report, as established in its authorizing resolution, on or
2before November 1, 2013; and be it further
3 RESOLVED, That with this reporting extension, the
4Department of Insurance shall continue to operate pursuant to
5its enabling resolution.
