| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are delighted to congratulate the Illinois | ||||||
| 4 | National Guard for being recognized as one of the "Most | ||||||
| 5 | Improved Army Communities" as part of the 2016 Army Communities | ||||||
| 6 | of Excellence Program; and
| ||||||
| 7 | WHEREAS, Major General Richard Hayes, Jr., Adjutant | ||||||
| 8 | General of the Illinois National Guard, and a delegation of | ||||||
| 9 | other Illinois National Guardsmen traveled to Washington, D.C. | ||||||
| 10 | on May 23 and 24, 2016 to accept the award; and
| ||||||
| 11 | WHEREAS, The Army Communities of Excellence program is | ||||||
| 12 | designed to honor the top Army, National Guard, and Reserve | ||||||
| 13 | organizations that achieve high levels of excellence providing | ||||||
| 14 | services and support to soldiers' families, the state, and | ||||||
| 15 | nation; and
| ||||||
| 16 | WHEREAS, The Illinois delegation was first honored on May | ||||||
| 17 | 23, 2016 at the National Guard Bureau, as the "Most-Improved" | ||||||
| 18 | National Guard organization from among the 40 other states and | ||||||
| 19 | territories that were considered; and
| ||||||
| 20 | WHEREAS, On May 24, 2016, Illinois National Guardsmen | ||||||
| 21 | attended a second awards ceremony at the Pentagon where | ||||||

| 1 | Illinois was again recognized as being one of the "Most | ||||||
| 2 | Improved Army Communities", alongside Joint Base Lewis McChord | ||||||
| 3 | in Washington and Fort Drum in New York; and
| ||||||
| 4 | WHEREAS, The Illinois National Guard actively seeks out | ||||||
| 5 | best practices to maintain a high state of readiness to support | ||||||
| 6 | its State and federal missions, as evident by its recognition | ||||||
| 7 | in Washington, D.C., and to become the premier Army National | ||||||
| 8 | Guard organization in the nation; therefore, be it
| ||||||
| 9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 10 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 11 | congratulate the Illinois National Guard for being recognized | ||||||
| 12 | as one of the "Most Improved Army Communities" as part of the | ||||||
| 13 | 2016 Army Communities of Excellence Program and thank the | ||||||
| 14 | entire Illinois National Guard organization for their service | ||||||
| 15 | to our State and nation; and be it further
| ||||||
| 16 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 17 | presented to Major General Richard Hayes, Jr. as a symbol of | ||||||
| 18 | our esteem and respect.
