HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Frank S. Ladner of
4 Lawrenceville on the occasion of receiving the prestigious
5 Walter A. Davis Memorial Citation for Service for 2010 from
6 Vincennes University; and
7 WHEREAS, Frank Ladner was born in Fargo, North Dakota; at
8 an early age, he set a goal to complete college in 3 years,
9 which he did in 1948, when he received his bachelor's degree in
10 business administration from St. John's University in
11 Minnesota; and
12 WHEREAS, After graduating from college, Frank Ladner went
13 to Lawrenceville in 1948 to serve as the first full-time agent
14 for the Golden Rule Life Insurance Company; within a year, he
15 co-founded the L&R Sales Organization; in 1961, he co-founded a
16 stock life insurance company named Congressional Life; in 1977,
17 Congressional Life was renamed Golden Rule Insurance and Ladner
18 and his partner purchased the mutual company in 1980; and
19 WHEREAS, Frank Ladner has been active in helping his
20 community for many years, intensifying his efforts on behalf of
21 the community since 2004; his contributions include the
22 construction of a medical clinic, the founding of the Lawrence

1 County Vocational Technical Center, and providing major
2 support for the construction of a 2-story parking garage and
3 re-built offices for Golden Rule Insurance following a fire;
4 the re-built office building was renamed the Frank S. Ladner
5 Building; he also donated $1.5 million to Vincennes University
6 to support the development of the Haas CNC Training Center,
7 which will help area manufacturers and employees to remain
8 competitive with the best practices in the world; and
9 WHEREAS, Frank Ladner is a member of the Bi-State
10 Authority, with past service as the organization's chair; he
11 has been a leader in promoting new airport facilities and an
12 expanded economic development role for the Mid-American Air
13 Center; he is a member of the Lawrence County Medical Services
14 Foundation; he also serves as vice chair of the Bank of
15 Lawrence County and director of R.T. Jones, F.S. Ladner and
16 Assoc., Inc, a St. Louis brokerage firm; and
17 WHEREAS, Frank Ladner has been a recipient of numerous
18 awards and accolades for his service to his community; the St.
19 John's University Alumni Association presented Mr. Ladner with
20 its highest alumni honor, the Father Walter Reger Distinguished
21 Alumnus Award, in recognition of his major support for his alma
22 mater; he is the recipient of the Lawrenceville Elks 2009
23 Citizen of the Year Award, the Lawrenceville Rotary 2008
24 Outstanding Service Award, and the Lawrence County Memorial

1 Hospital Forward Look Award in 1980 and 2007; he is also the
2 recipient of the Civitan International Outstanding Service
3 Award, the Lawrence County Medical Foundation Certificate of
4 Outstanding and Dedicated Service, the Lawrence County
5 Industrial Council Outstanding Community Service Award, and
6 recognitions from both Saint Mary-of-the-Woods College and St.
7 John's University for his service from 1985 to 1999 on the St.
8 John's Board of Regents; he subsequently served on the Board of
9 Overseers of Saint John's School of Theology Seminary; and
10 WHEREAS, Frank Ladner and his loving wife, Julia, have been
11 married since 1952; the couple has 6 children, Peggy, Tom,
12 Julie, Will, Mary, and Ann Marie, and 11 grandchildren, Nancy,
13 Frank, Jennifer, Jason, Helen, Robert, Joe, Todd, Aaron,
14 Nathan, and Thomas; therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 congratulate Frank S. Ladner of Lawrenceville on the occasion
18 of receiving the prestigious Walter A. Davis Memorial Citation
19 for Service for 2010 and wish him continued success and
20 happiness in the future; and be it further
21 RESOLVED, That a suitable copy of this resolution be
22 presented to Frank Ladner as a symbol of our esteem and
23 respect.
